It is the mid-1800s as Brandon Stewart, a handsome foreign
correspondent for The Illustrated London News, prepares to leave
England with his wife and young son for the rice plantations of the
pre-Civil War South. But as they arrive to join his wife's family
at Crawford Hill in Georgetown District, South Carolina, Brandon

In 1953 the European Convention for the Protection of Human Rights
and Fundamental Freedoms came into force. It was born of the shared
conviction that breaches of the most elementary human rights, such
as had been experienced in the 1930s and 40s, should never be
allowed to occur again. The Convention and the control bodies
responsible for ensuring the observance of the engagements
undertaken by the contracting States have had a profound influence
on democratic European society in the latter half of this century,
and have had repercussions outside Europe too; indeed the European
system of human rights protection has served as a model or basic
reference text for other regional systems. "The European System for
the Protection of Human Rights" is a collection of essays by
scholars and practitioners in the field of European Human Rights.
Its aim is not only to sum up 40 years of European experience in
the collective endeavour to protect human rights, but to stimulate
critical thinking about that experience and to review whether the
Convention system as it stands is still fitted to meet the needs of
European society in the coming millennium.
In the past decade, the field of trenchless technology has expanded
rapidly in products, equipment, and utilization. This expansion
would not have occurred without a strong increase ineconomic
incentives to the user. Because theoperating environment has
changed, trenchless technology is often the preferred alternative
to traditional methods of digging holes and installing conduits.
The infrastructure in which we live has become more congested and
has to beshared by several users. In addition, the cost of
restoring a road or landscaped area after construction may be
higher than the cost of installing the conduit. These factors add
to the need for trenchless technology-the ability to dig holes
without disturbing the surface. In some ways, trenchless technology
is a futuristic concept. Ruth Krauss in a
children'sbookofdefinitions wrote,"AHole...Is to Dig." But
thisstatement is not necessarily true. Today, a hole could be to
bore. Trenchless technology is not new. But it certainly has become
the buzzword of the construction industry and it appears that it
will have a growing impact in the way contractors, utilities, and
others install new facilities. Methods to bore horizontal holes
were practiced as early as the 18005, but this technology has
greatly changed. Today's tools include sophisticated drilling
methods, state-of the-art power systems, and electronic guidance
techniques. These tools can bore faster, safer, and more
accurately, and in many instances more economically, than open-cllt
methods. Technology has played an important role in these advances,
but economics has become the driving force in making these systems
popular."
Humankind's ever-expanding activities have caused environmental
changes that reach beyond localities and regions to become global
in scope. Disturbances to the atmosphere, oceans, and land produce
changes in the living parts of the planet, while, at the same time,
alterations in the biosphere modify the atmosphere, oceans, and
land. Understanding this complex web of interactions poses
unprecedented intellectual challenges. The atmospheric
concentrations of natural trace gases-carbon dioxide (C0 ), methane
(CH. ), nitrous oxide (N0), and lower-atmosphere ozone 2 2
(Os)-have increased since the beginning of the industrial
revolution. Industrial gases such as the chlorofluorocarbons
(CFCs), which are not part of the natural global ecosystem, are
increasing at much greater rates than are the naturally occurring
trace gases. All these gases absorb and emit infrared radiation and
thus have the potential for altering global climate. The major
terrestrial biomes are also changing. Although world attention has
focused on deforestation, particularly in tropical areas, the
development of agriculture, the diversion of water resources, and
urbanization have all modified terrestrial ecosystems in both
obvious and subtle ways. The terrestrial biosphere, by taking up
atmospheric carbon dioxide, acts as a primary determinant of the
overall carbon balance of the global ecosystem. Although the ways
in which the biosphere absorbs carbon are, as yet, poorly
understood, the destruction (and regrowth) of forests certainly
alter this process.
