Highlighting the just war tradition in historical perspective, this valuable study looks at contemporary implications drawn out in the context of several important contemporary debates: within the field of religion, including both Christian and Islamic thought; within the field of debate related to the international law of armed conflicts; within the field of policy relating to the use of armed force where the issue is just war thinking vs. realism; and debates over pressing contemporary issues in the ethics of war which cross disciplinary lines. James Turner Johnson has been writing on just war tradition since 1975, developing the historical understanding of just war and seeking to draw out its implications for contemporary armed conflict. He is frequently asked to lecture on topics drawn from his work. This current book brings together a number of essays which reflect his recent thinking on understanding how and why just war tradition coalesced in the first place, how and why it has developed as it has, and relating contemporary just war reasoning to the historical tradition of just war.
Sovereignty generally refers to a particular national territory, the inviolability of the nation's borders, and the right of that nation to protect its borders and ensure internal stability. From the Middle Ages until well into the Modern Period, however, another concept of sovereignty held sway: responsibility for the common good. James Turner Johnson argues that these two conceptions -- sovereignty as self-defense and sovereignty as acting on behalf of the common good -- are in conflict and suggests that international bodies must acknowledge this tension. Johnson explores this earlier concept of sovereignty as moral responsibility in its historical development and expands the concept to the current idea of the Responsibility to Protect. He explores the use of military force in contemporary conflicts, includes a review of radical Islam, and provides a corrective to the idea of sovereignty as territorial integrity in the context of questions regarding humanitarian intervention. Johnson's new synthesis of sovereignty deepens the possibilities for cross-cultural dialogue on the goods of politics and the use of military force.

This Companion provides scholars and graduates, serving and retired military professionals, members of the diplomatic and policy communities concerned with security affairs and legal professionals who deal with military law and with international law on armed conflicts, with a comprehensive and authoritative state-of-the-art review of current research in the area of military ethics. No other issue highlights the difference between these two cultures more clearly or with more relevance for their interrelations throughout history and in the contemporary world. In the West, war for religion is most often dismissed as a relic of the past, belonging to a time less rational and less civilized than our own. From this perspective, Muslims who advocate holy war are seen as religious fanatics who are supporting criminal and terrorist activity. By contrast, war for religion has an honored place in the Islamic world, associated with a perennial religious requirement: striving in the path of faith by heart, tongue, and hands. This striving is designated by the now familiar term jihad. In fact, striving by the sword is the "lesser" jihad, and many Muslims themselves are troubled by reductionistic appeals to jihad to justify terrorism, revolution, and anti-western activity. According to Johnson, for there to be any dialogue between Islam and the West we must understand that in the West religion and politics are placed in separate spheres, while normative Islam regards religion as properly integral to the political order. From this perspective religious concerns should have a place in statecraft, including the useof military force.Three questions form the heart of Johnsons inquiry: Is there a legitimate justification for war for religion? What authority is required? What is the proper conduct in such wars? In each case, he asks the question by comparing religious wars with other kinds of wars. The picture that emerges is of war for religion not as an expression of fanatical excess but as a controlled, purposeful activity. With an eye to the present day, Johnson examines cases in history where distinctive models of war for religion were implemented by rulers. Moral debates about nuclear war and annihilation fail to address the problems of actual contemporary uses of military force, Johnson argues. We must address the type of armed conflict that has emerged at the end of the twentieth century: local wars--often inflamed by historical, ethnic, or religious animosities and usually fought with conventional weapons that can be carried by individual fighters. Johnson sets out a moral basis for understanding when armed force can be justified. He analyzes specific problems posed by contemporary warfare: the question of military intervention to ameliorate or end conflicts, the question of warfare against noncombatants, the problem of cultural differences inflaming conflict, and the tension between those who would punish war crimes and those hoping to reconcile adversaries.
