Das SMAD-Handbuch wurde im Auftrag der Gemeinsamen Kommission zur Erforschung der neuesten Geschichte der deutsch-russischen Beziehungen vom Institut fur Zeitgeschichte Munchen-Berlin und vom Institut fur allgemeine Geschichte der Russischen Akademie der Wissenschaften in Zusammenarbeit mit der Foderalen Archivagentur Russlands, dem Staatsarchiv der Russischen Foderation und dem Bundesarchiv erstellt. Es enthalt 92 Artikel uber die Organisationseinheiten der sowjetischen Besatzungsverwaltung in der Sowjetischen Besatzungszone (SBZ) von acht russischen und sechs deutschen Autoren, einen alphabetisch angelegten biographischen Teil mit etwa 1.000 Kurzbiographien der SMAD-Funktionstrager und als Anlage 14 zentrale Dokumente, die schematisch uber die Gesamtorganisation informieren. Eingerahmt wird es durch eine technische und drei thematische Einleitungen uber die Rechtsgrundlagen, die formale und funktionale Organisation der SMAD. Bei diesem Hilfsmittel fur die historische Forschung zur SBZ/DDR-Geschichte, das in deutscher und in russischer Sprache erscheint, handelt es sich in der Hauptsache um das Ergebnis kritischer Kompilation des russischen Behordennachlasses, der zum ersten Mal intensiv ausgewertet werden konnte. Dennoch verdient auch der unmittelbare wie der mittelbare wissenschaftliche Ertrag besonderes Interesse."

This edition provides an introduction to the wide range of policies applied in the Soviet Occupation Zone (SBZ) with respect to the areas of culture, education and science. Carefully selected and translated documents shed light on the relationship between the occupational forces and the traditions and institutions of the emerging German Democratic Republic. It represents the initial result of a joint German-Russian research project on the history of the SMAD made possible by the recent release of the original sources in Russian archives.

After 1945, the Soviet secret services made a significant contribution to the formation of the GDR along Soviet lines. Mass arrests and "purges" accompanied the activities of the military branches of the NKVD-MVD and MGB. This source work, opening with a well-researched introduction to the historical context, is the first in the German language to examine the role of the Soviet secret police in the Soviet occupied zone and subsequently the GDR. Documented are the NKVD-MGB's formation, field of activity and daily routines.
