When the United States enacted the Customs Modernization Act in 1993, it transferred responsibility for classifying and entering correct value of goods from U.S. Customs to the importer of record. Failure to comply with the regulations can result in severe penalties to the importer. In addition, Customs requires importers to create a set of standard operating procedures for the importation of their goods into the United States.
