The "Audits and Compliance" Book provides you with an overview of
the U.S. Customs Modernization Act including a reasonable care
checklist, an explanation of the audit procedures called "Focused
Assessment," how to design policy and procedures, record-keeping
requirements, and much more. When the United States enacted the
Customs Modernization Act in 1993, it transferred responsibility
for classifying and entering correct value of goods from U.S.
Customs to the importer of record. Now companies must be sure to
properly classify all their imported goods, accurately report their
value, and determine and pay the appropriate duties and fees.
Failure to comply with the regulations can result in severe
penalties to the importer. In addition, Customs requires importers
to create a set of standard operating procedures for the
importation of their goods into the United States. To ensure these
procedures are being followed and producing accurate results,
Customs periodically audits these procedures to ensure compliance
with import regulations.
This book covers the specific requirements for importing textiles
and wearing apparel into the United States. It explains the process
for classifying these goods by assigning a number under the
Harmonized Tariff Schedule of the U.S. in order to determine
Customs Duties and admissiblity. There are many simple examples of
how to classify the products so importers and exporters will know
the duty liability in the U.S. The book also covers import
documentation and procedures to clear goods through U.S. Customs.
