Peacekeeping has become one of the most important tasks of the United Nations, with more than 55 missions created since 1948. Peacekeeping is one of the only multilateral tools that the member states have to address conflicts in all parts of the world. Over 44,000 troops from 90 countries are deployed today. Drawing on first-hand accounts of participants in past peacekeeping successes and failures, this study focuses on how better to ensure success through the use of leverage as a central tool. While the threat of military force can be used to compel compliance, other sources of leverage, such as the threat of sanctions or the withdrawal of loans, can also be effective. Economic incentives also provide vital leverage. Moral suasion and leadership skills are critical as well. The choice of key personnel, particularly in the role of the Special Representatives of the Secretary-General, as in the utilization of Jacques Kline in Eastern Slavonia, has also proved be key. These case studies carefully examine how a confluence of tools have been brought to bear in circumstances ranging from East Timor and Namibia.

The United Nations and Iraq - Defanging the Viper (Hardcover): Jean Krasno, James S. Sutterlin The United Nations and Iraq - Defanging the Viper (Hardcover)

Following the Gulf War from 1991 to 1998, the United Nations Special Commission (UNSCOM) was created to unveil and eliminate IraQ's weapons of mass destruction through inspections. This study describes how UNSCOM was designed to maintain its independence and authority, detailing the dramatic events that occurred as UNSCOM attempted to deal with an intransigent Iraq. Krasno and Sutterlin outline the special intelligence skills that UNSCOM developed over the years in response to Iraqi tactics. They also provide an accounting of UNSCOM achievements and analyze remaining concerns.

Along with documentary research, much of the information in this book was obtained through a series of interviews with key players, including the Executive Directors, several UNSCOM inspectors, and a number of ambassadors to the United Nations who were directly involved. Concerns about IraQ's remaining weapons capabilities, particularly its biological and chemical weapons, have become increasingly relevant since the September 11, 2001 terrorist attacks and the ensuing anthrax threat. This study provides insight about the disarming of Iraq, as well what lessons can be learned from the UNSCOM experiment.

This psychological study dissects the characteristics of 20 world leaders-both men and women-profiling the factors that formed their personalities and revealing how certain traits have shaped their political decisions. Many wonder what it takes to be a leader. Is it a natural or learned set of skills? This book examines the personalities of a selected group of political leaders, analyzes the forces that formed their nature-most notably their leadership tendencies-and then demonstrates how character has shaped important political decisions made during their regime. The authors profile 20 different leaders from across five continents, deriving shared personality traits and defining specific leadership styles based on characteristics and circumstances. The work begins by introducing the field of political psychology and explaining the theoretical framework used in studying the leadership personalities covered in the book. An analysis of leadership across the world considers several types of regimes: authoritarian leaders in non-democratic and democratic societies, authoritarian mixed types, flexible and pragmatic types, and those who combine flexibility with delegation. The text concludes by comparing leaders across time and location, discussing interaction between specific heads of state. Leaders profiled include Nelson Mandela, Kofi Annan, Saddam Hussein, Vaclav Havel, Angela Merkel, and Emperor Hirohito, among others. Includes a comparison of leaders across types Sheds light on how different personality styles affect leaders' decisions Analyzes 20 different well-known leaders from across five continents Traces regimes along a continuum, discussing the interaction between specific leaders when applicable Delves into the early childhood experiences and adult events that shaped the personalities of key leaders
