In the study of civil society and social movements, most cases are based in Western Europe and North America. These two areas of the world have similar histories and political ideals and structures in common which in turn, affect the structure of its civil society. In studying civil society in Asia, a different understanding of history, politics, and society is needed. The region's long traditions of centralized, authoritarian states buttressed by Confucian and in some cases Communist ideologies may render this concept irrelevant. The chapters in this international volume cover most of the areas and countries traditionally defined as belonging to East Asia: Japan, Taiwan, South Korea, Hong Kong, Singapore and China. The case studies included in this volume confront the utility of using the Western concept of civil society, represented in its most active form - social movements - to think about East Asia popular politics. Along with providing an array of important case studies of social movements in East Asia, the introduction, chapters and conclusion in the book take up three major theoretical questions:

Japan experienced rapid industrial growth after World War II, but its economic miracle brought dramatic environmental deterioration. In the early 1970s, as local protest movements grew more vocal, the Japanese government moved relatively swiftly to regulate industrial pollution and succeeded in reducing its air and water pollution, but not many other environmental problems. This book analyzes the social, cultural, and political-economic causes of Japan's dramatic environmental damage and eventual partial restoration from 1955 to 1995. A case of regional heavy industrial growth and environmental protest in rural Japan provides the local details of how pro-growth and pro-environment coalitions mobilized, struggled, and affected policy outcomes in Japan. The author uses the case-study finding to comment on sociological and political science theories about the effects of culture and social structure on state policy-making, social control, protest movement mobilization and success, and environmental problem-solving.
The United States, Germany, and Japan - the world's three most powerful and successful free market societies - differ strikingly in how their governments relate to their economies. Comparing Policy Networks reports the results of collaborative research by three teams investigating the social organization and policymaking processes of national labor policy domains in the United States, Germany, and Japan during the 1980s. The researchers gathered information about policy goals, communication patterns, and political support connections from 350 key national organizations, including labor unions, business associations, public interest groups, government agencies, and political parties. These networks reveal similar conflict divisions between business and labor interests, but also distinctive patterns within each nation. Unique combinations of informal policy-making networks and the national political institutions may in part explain the differences in power structures and legislative decisions.
