It is commonly believed that international law originated in relations among European states that respected one another as free and equal. In fact, as Jennifer Pitts shows, international law was forged at least as much through Europeans' domineering relations with non-European states and empires, leaving a legacy still visible in the unequal structures of today's international order. But ordinary diplomats, colonial administrators, and journalists played their part too, as did some of the greatest political thinkers of the time, among them Montesquieu and John Stuart Mill. Against this growing consensus, however, dissident voices as prominent as Edmund Burke insisted that European states had extensive legal obligations abroad that ought not to be ignored. After completing his research for "Democracy in America," Alexis de Tocqueville turned to the French consolidation of its empire in North Africa, which he believed deserving of similar attention. Tocqueville began studying Algerian history and culture, making two trips to Algeria in 1841 and 1846. He quickly became one of France's foremost experts on the country and wrote essays, articles, official letters, and parliamentary reports on such diverse topics as France's military and administrative policies in North Africa, the people of the Maghrib, his own travels in Algeria, and the practice of Islam. Throughout, Tocqueville consistently defended the French imperial project, a position that stands in tension with his admiration for the benefits of democracy he witnessed in America.

Although Tocqueville never published a book-length study of French North Africa, his various writings on the subject provide as invaluable a portrait of French imperialism as "Democracy in America" does of the Early Republic period in American history. In "Writings on Empire and Slavery," Jennifer Pitts has selected and translated nine of his most important dispatches on Algeria, which offer startling new insights into both Tocqueville's political thought and French liberalism's attitudes toward the political, military, and moral aspects of France's colonial expansion. The volume also includes six articles Tocqueville wrote during the same period calling for the emancipation of slaves in France's Caribbean colonies.

A dramatic shift in British and French ideas about empire unfolded in the sixty years straddling the turn of the nineteenth century. As Jennifer Pitts shows in "A Turn to Empire," Adam Smith, Edmund Burke, and Jeremy Bentham were among many at the start of this period to criticize European empires as unjust as well as politically and economically disastrous for the conquering nations. By the mid-nineteenth century, however, the most prominent British and French liberal thinkers, including John Stuart Mill and Alexis de Tocqueville, vigorously supported the conquest of non-European peoples. Pitts explains that this reflected a rise in civilizational self-confidence, as theories of human progress became more triumphalist, less nuanced, and less tolerant of cultural difference. At the same time, imperial expansion abroad came to be seen as a political project that might assist the emergence of stable liberal democracies within Europe.

Pitts shows that liberal thinkers usually celebrated for respecting not only human equality and liberty but also pluralism supported an inegalitarian and decidedly nonhumanitarian international politics. Yet such moments represent not a necessary feature of liberal thought but a striking departure from views shared by precisely those late-eighteenth-century thinkers whom Mill and Tocqueville saw as their forebears.

On April 27, 2011 sixty two tornadoes touched down in Alabama claiming two hundred and fifty three innocent lives. One of those tornadoes, an EF5 that tracked across Northern Alabama and into Tennessee, killed seventy people over a 132 mile path. Jennifer Pitts Adair, alone in her Capshaw home, huddled under blankets and pillows in her master bathroom closet as the massive tornado ripped her home apart around her. When it finally ended nothing remained except for the foundation Jennifer lay on and a pile of rubble surrounding her.

The history and theory of international law have been transformed in recent years by post-colonial and post-imperial critiques of the universalistic claims of Western international law. The origins of those critiques lie in the often overlooked work of the remarkable Polish-British lawyer-historian C. H. Alexandrowicz (1902-75). This volume collects Alexandrowicz's shorter historical writings, on subjects from the law of nations in pre-colonial India to the New International Economic Order of the 1970s, and presents them as a challenging portrait of early modern and modern world history seen through the lens of the law of nations. The book includes the first complete bibliography of Alexandrowicz's writings and the first biographical and critical introduction to his life and works. It reveals the formative influence of his Polish roots and early work on canon law for his later scholarship undertaken in Madras (1951-61) and Sydney (1961-67) and the development of his thought regarding sovereignty, statehood, self-determination, and legal personality, among many other topics still of urgent interest to international lawyers, political theorists, and global historians.

This volume, with contributions by leading scholars in the field, represents the first attempt to survey the full range of current scholarly controversy on how the classical utilitarians conceived of 'race' and the part it played in their ethical and political programs, particularly with respect to such issues as slavery and the governance of India.
