Computer networks play an important role on connecting resources and people. The tremendous growth of the internet and the advances of computer technology have been pushing forward computer networks for high speed and broad bandwidth. As the internet becomes increasingly heterogeneous, the issue of congestion control becomes ever more important. The large increase in traffic demands and the relentless demand for network capacity have produced a need for new flexible types of congestion control.
