For a whole generation of Malaysians, no proper closure to the traumas of the racial riots of May 13, 1969 has been possible. But then came March 8, 2008 The surprising results of the General Election on that special day have started eclipsing the fears linked for so long to that spectral night forty years ago. All the three researchers from ISEAS who each authored separate chapters for this book were in different parts of Malaysia monitoring its 12th General Election during the thirteen days of campaigning. Their analyses provide new insights into the phenomenon that Malaysians now simply refer to as "March 8." Ooi Kee Beng scrutinizes in detail the electoral campaign in the state of Penang, Johan Saravanamuttu studies the case of Kelantan state and the elections in general, while Lee Hock Guan examines changes in the voting pattern in the Klang Valley.
This book captures Malaysia's foreign policy over the first fifty years and beyond since the date of the country's formal independence in 1957. The author provides "macro-historical" narratives of foreign policy practices and outcomes over distinct time periods under the tenures of the five prime ministers. One chapter delves into relations with immediate neighbouring states and another chapter analyses the political economy of foreign policy. A postscript deals with the transition of foreign policy beyond the fifth decade. The concluding chapter suggests that Malaysian middlepowermanship has been in the making in foreign policy practice being particularly evident since the Mahathir years. Employing a critical-constructivist approach throughout the study, the author posits that foreign policy should be appreciated as outcomes of socio-political-economic processes embedded within a Malaysian political culture. In terms of broad policy orientations, Malaysian foreign policy over five decades has navigated over the terrains of neutralism, regionalism, globalization and Islamism. However, the critical engagement of civil society in foreign policy construction remains a formidable challenge.

This book examines the ways in which Muslim politics in Southeast Asia has greatly impacted democratic practice and contributed to its practical and discursive development. It addresses the majority and minority situations of Muslims within both democratic and authoritarian politics. It shows, for example, how in Muslim majority Indonesia and Malaysia, political Islam directly engages with procedural democracy; in Muslim minority Thailand and the Philippines, it has taken a violent route; and in Muslim minority Singapore, it has been successfully managed through civil and electoral politics. By exploring such nuances, variations, comparisons and linkages among Muslim majority and minority countries, this book deepens our understanding of the phenomenon of Muslim politics in the region as a whole.

This book argues that Malaysia's electoral politics have historically been premised on a hybridized model of communalism and consociationalism. Beyond this it posits a newer idea of power sharing based on the dynamic and transformative practice of mediated communalism through six decades (1952-2016) of electoral politics. The strategy of mediating communalism is critically explored throughout the book, serving to test its saliency as a distinct approach to power sharing in a social formation which is ethnically, religiously and regionally divided, yet has remained remarkably and tenuously integrated throughout Malaysia's electoral history. The book delves into this question by narrating and theorizing the complexity of communal politics leading to the emergence of new politics which have attempted to put Malaysia on the track of further democratization. It is further implied that new politics has to work in tandem with mediated communalism to transcend the most deleterious effects of an ethnically divided society.
However impressive the economic success of Penang has been over the past four decades, structural conditions in the region call for a fundamental reconfiguration of this Malaysian state's competitive advantage. In the 1970s, the ageing entrepot transformed itself into a manufacturing hub for the electronics industry and a well-known tourist site. This outward-looking model of economic growth has underpinned Penang's economic development up until the present. The question that now arises is whether Penang's present mode of development will continue to be effective, or whether it will have to transform itself. First, Malaysia in general, and Penang in particular are caught in a middle-income trap. Second, while the evolving weight of the global economy is shifting towards Asia, many of its emerging powers are competing with Penang in areas where it formerly excelled. Third, Penang is a state within a federation, and its capital, George Town, is a secondary city. Neither can rival Kuala Lumpur in terms of size or facilities, and thus must offer investors other attributes. Effectively meeting these challenges while retaining Penang's vibrant and living culture are the key issues that are dealt with in this second volume of the Penang Studies Series.
