Die Theorie der Universalitat des Menschenrechtskonzepts wird von den Vereinten Nationen sowie von vielen Regierungen und Nichtregierungsorganisationen unterstutzt; dennoch ist sie nicht unumstritten: Die These des Kulturrelativismus betrachtet das Menschenrechtskonzept der Vereinten Nationen als Wertekonstrukt, das in einem bestimmten Kulturkreis verankert ist, und verneint die Legitimation einer Universalisierung dieses Konstruktes. In diesem Zusammenhang wird der UNO und besonders den westlichen Staaten unterstellt, dass sie mit der Idee der Menschenrechte eine Art Werteimperialismus betreiben, um eigene politische Machtanspruche zu sichern.
