The Market Approach to Education - An Analysis of America's First Voucher Program (Paperback, New edition): John F. Witte The Market Approach to Education - An Analysis of America's First Voucher Program (Paperback, New edition)

Milwaukee, one of the nation's most segregated metropolitan areas, implemented in 1990 a school choice program aimed at improving the education of inner-city children by enabling them to attend a selection of private schools. The results of this experiment, however, have been overshadowed by the explosion of emotional debate it provoked nationwide. In this book, John Witte provides a broad yet detailed framework for understanding the Milwaukee experiment and its implications for the market approach to American education. In a society supposedly devoted to equality of opportunity, the concept of school choice or voucher programs raises deep issues about liberty versus equality, government versus market, and about our commitment to free and universal education. Witte brings a balanced perspective to the picture by demonstrating why it is wrongheaded to be pro- or anti-school choice in the abstract. He explains why the voucher program seems to be working in the specific case of Milwaukee, but warns that such programs would not necessarily promote equal education--and most likely harm the poor--if applied universally, across the socioeconomic spectrum.

The book begins with a theoretical discussion of the provision of education in America. It goes on to situate the issue of school choice historically and politically, to describe the program and private schools in Milwaukee, and to provide statistical analyses of the outcomes for children and their parents in the experiment. Witte concludes with some persuasive arguments about the importance of specifying the structural details of any choice program and with a call supporting vouchers for poor inner-city children, but not a universal program for all private schools.

Voucher programs continue to be the most controversial approach to educational reform." The Market Approach to Education" provides a thorough review of where the choice debate stands through 1998. It not only includes the "Milwaukee story" but also provides an analysis of the role, history, and politics of court decisions in this most important First Amendment area.

In the land of beer, cheese, and muskies where the polka is danced and winter is unending and where Lutherans and Catholics predominate everybody is ethnic, the politics are clean, and the humor is plentiful. This collection includes jokes, humorous anecdotes, and tall tales from ethnic groups (Woodland Indians, French, Cornish, Germans, Irish, Scandinavians, Finns, and Poles) and working folk (loggers, miners, farmers, townsfolk, hunters, and fishers). Dig into the rich cultural context supplied by the notes and photographs, or just laugh at the hundreds of jokes gathered at small-town cafes, farm tables, job sites, and church suppers. This second edition includes an afterword and indexes of motifs and tale types. "

The Politics of Loopholes - The Improbable Prospects for U.S. Tax Reform (Hardcover): John F. Witte The Politics of Loopholes - The Improbable Prospects for U.S. Tax Reform (Hardcover)

What are the implications and likelihood of reform of the income tax system in the United States—specifically, the expansion and scope of the tax "expenditure" (loophole) system embedded in the income tax codes? This book details the tax system that now provides for more than 200 tax expenditures, highlighting the potential lost tax dollars. Income tax policy and politics is an inherently complex and potentially confusing topic. This book makes the tax loophole system understandable for those without in-depth knowledge about taxes. It explains what our tax system looks like, why it is set up as it is, and what effects it has on raising revenue (and thus deficits) and the furtherance of other policy goals. Additionally, it explains why, despite popular and political desires, a significant overhaul of the tax system is very unlikely to be enacted: because tax expenditures (otherwise known as loopholes) benefit all Americans in some way and are supported as policy by both political parties. Written by John F. Witte, an established expert in tax policy and policy analysis, the book provides a balanced viewpoint that discusses the implications of reform of the income tax system in the United States, demonstrates the range of individuals who are affected by various provisions, and identifies what effects loopholes have on policy goals. Readers will see how both political parties are responsible for the creation and expansion of various loopholes, understand why many of these provisions make sound policy sense, and grasp how the tax code is affected by political desires and policy goals.
