Tajikistan is one of the lesser-known and least-researched former Soviet Central Asian republics. The birth of the new state in 1991 was followed closely by a civil war which killed more than 50,000 people and displaced many tens of thousands more. While a peace agreement was signed in 1997, significant political violence continued until 2001 and intermittent outbreaks still occur today. Many claim it remains a very weak state and perhaps in danger of state failure or a return to civil war. However, the revival of Tajikistan should not simply be seen in terms of its post-conflict stabilization. Since its creation as a republic of the Soviet Union in 1920s, Tajikistan has been transformed from being a shell for socialist engineering to become a national society under a modern state. Despite a multitude of economic, social and political shocks, the Republic of Tajikistan endures. This book places the transformation of Tajikistan in its Soviet and Post-Soviet historical settings and local and global contexts. It explores the sources of a state with Soviet roots but which has been radically transformed by independence and its exposure to global politics and economics. The authors address the sources of statehood in history, Islam and secularism, gender relations, the economy, international politics and security affairs. This book is a new edition of a special issue of Central Asian Survey, 'Tajikistan: the sources of statehood', including two additional papers and a revised introduction.
This international, edited collection brings together personal accounts from researchers working in and on conflict and explores the roles of emotion, violence, uncertainty, identity and positionality within the process of doing research, as well as the complexity of methodological choices. It highlights the researchers' own subjectivity and presents a nuanced view of conflict research that goes beyond the 'messiness' inherent in the process of research in and on violence. It addresses the uncomfortable spaces of conflict research, the potential for violence of research itself and the need for deeper reflection on these issues. This powerful book opens up spaces for new conversations about the realities of conflict research. These critical self-reflections and honest accounts provide important insights for any scholar or practitioner working in similar environments.
The southernmost and poorest state of the Eurasian space, Tajikistan collapsed immediately upon the fall of the Soviet Union and plunged into a bloody five-year civil war (1992-1997) that left more than 50,000 people dead and more than half a million displaced. After the 1997 Peace Agreements, Tajikistan stood out for being the only post-Soviet country to recognize an Islamic party-the Islamic Renaissance Party of Tajikistan (IRPT)-as a key actor in the civil war as well as in postwar reconstruction and democratization. Tajikistan's linguistic and cultural proximity to Iran notwithstanding, the balance of external powers over the country remains fairly typical of Central Asia, with Russia as the major security provider and China as its principal investor. Another specificity of Tajikistan is its massive labor migration flows toward Russia. Out of a population of eight million, about one million work abroad seasonally-one of the highest rates of departure in the world. Migration trends have impacted Tajikistan's economy and rent mechanisms: half of the country's GDP comes from migrant remittances, a higher share than anywhere else in the world. However, it is in the societal and cultural realms that migration has had the most transformative effect. Migrants' cultural and societal identities are on the move, with a growing role given to Islam as a normative tool for regulating the cultural shock of migration. Islam, and especially a globalized fundamentalist pietist movement, regulates both physical and moral security in workplace and other settings, and brings migrants together to make their interactions meaningful and socio-politically relevant. It offers a new social prestige to those who work in an environment seen as threatening to their Islamic identity. The first section of this volume investigates the critical question of the nature of the Tajik political regime, its stability, legitimacy mechanisms, and patterns of centralization. In the volume's second part, we move away from studying the state to delve into the societal fabric of Tajikistan, shaped by local rural specificities and social vulnerabilities in the health sector and gender relationships. The third section of the volume is devoted to identity narratives and changes. While the Tajik regime works hard to control the national narrative and the interpretation of the civil war, society is literally and figuratively on the move, as migration profoundly reshapes societal structures and cultural values.

Analyses of conflict in this region remain rooted in supposed 'global models', often assuming that patterns of state failure are due to resistance to the liberal model of peacebuilding. This book sets out a challenge to these assumptions and framings. It not only questions but resolutely dismisses the notion that the peacebuilding methods favoured by Western states remain the most salient in Eurasia. Instead, it develops a framework that seeks to conceptualise the ways in which non-liberal actors contest or transform globally promoted norms of conflict management and promote alternative ones in their place. Authoritarian Conflict Management (ACM) consists of an ensemble of norms and practices in which non-liberal actors attempt to exert sustained hegemonic control over the local discursive, economic and spatial realms in a given territory. With case studies ranging from Afghanistan to Uzbekistan, Xinjiang to the Caucasus, the chapters shed light on the ways in which local and regional actors enact practice of ACM in order to impose stability in conflict-prone localities, thereby challenging the Western-led consensus known as the 'liberal peace'.

The country opened up massively to Western influence through development aid for civil society and for economic reforms, faced two revolutions in 2005 and 2010, and experienced bloody interethnic conflict in 2010. Kyrgyzstan is therefore commonly studied as a twin case: that of having been, for more than two decades, both an "island of democracy" in Central Asia-and the only country of the region to have made the transition to a parliamentary regime-and the archetypical example of a "failing state," one marked by endemic corruption, criminalization of the state apparatus, and collapse of public services. This volume goes beyond these two cliches and provides a research-based and unideological narrative on the country. It identifies political dynamics, their powerbrokers, and the role of international organizations; investigates the profound social transformations of both the rural and the urban worlds; and examines the broad feeling, by local actors, that Kyrgyzstan's fragile state identity should be consolidated. This book gives the floor to the new generation of scholars whose long-term vernacular-language field research made it possible to provide new interpretative prisms for the complex evolution of Kyrgyzstan.

The book challenges received wisdom that peacebuilding is a process of democratisation or institutionalisation, showing how interventions have inadvertently served to facilitate an increasingly authoritarian peace and fostered popular accommodation and avoidance strategies. Chapters investigate assistance to political parties and elections, the security sector and community development, and illustrate how transformative aims are thwarted whilst 'success' is simulated for an audience of international donors. At the same time the book charts the emergence of a legitimate order with properties of authority, sovereignty and livelihoods. Providing a challenge to the theoretical literature on peacebuilding and concentrating on an under-studied Central Asian state, this book will be of interest to academics working on Peace Studies, International Relations and Central Asian Studies.

Rising Powers and State Transformation advances the concept of 'state transformation' as a useful lens through which to examine rising power states' foreign policymaking and implementation, with chapters dedicated to China, Russia, India, Brazil, Indonesia and Saudi Arabia. The volume breaks with the prevalent tendency in International Relations (IR) scholarship to treat rising powers as unitary actors in international politics. Although a neat demarcation of the domestic and international domains, on which the notion of unitary agency is premised, has always been a myth, these states' uneven integration into the global political economy has eroded this perspective's empirical purchase considerably. Instead, this volume employs the concept of 'state transformation' as a lens through which to examine rising power states' foreign policymaking and implementation. State transformation refers to the pluralisation of cross-border state agency via contested and uneven processes of fragmentation, decentralisation and internationalisation of state apparatuses. The volume demonstrates the significance of state transformation processes for explaining some of these states' key foreign policy agendas, and outlines the implications for the wider field in IR. With chapters dedicated to all of today's most important rising power states, Rising Powers and State Transformation will be of great interest to scholars of IR, international politics and foreign policy. A penetrating look into the unrecognized and unregulated links between autocratic regimes in Central Asia and centers of power and wealth throughout the West Weak, corrupt, and politically unstable, the former Soviet republics of Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan are dismissed as isolated and irrelevant to the outside world. But are they? This hard-hitting book argues that Central Asia is in reality a globalization leader with extensive involvement in economics, politics and security dynamics beyond its borders. Yet Central Asia's international activities are mostly hidden from view, with disturbing implications for world security. Based on years of research and involvement in the region, Alexander Cooley and John Heathershaw reveal how business networks, elite bank accounts, overseas courts, third-party brokers, and Western lawyers connect Central Asia's supposedly isolated leaders with global power centers. The authors also uncover widespread Western participation in money laundering, bribery, foreign lobbying by autocratic governments, and the exploiting of legal loopholes within Central Asia. "State weakness" is seen to be a widespread problem throughout Central Asia and other parts of post-socialist space, and more broadly in areas of the developing world. Challenging the widespread assumption that these "weak states" inevitably slide toward failure, Paradox of Power takes careful stock of the varied experiences of Eurasian states to reveal a wide array of surprising outcomes. The case studies show how states teeter but do not collapse, provide public goods against all odds, interact with societies in creative ways, utilize coercion effectively against internal opponents, and establish practices that are far more durable than the language of "weakness" would allow. While deepening our understanding of the phenomenon in Eurasia in particular, the essays also contribute to more general theories of state weakness.
