The WTO's attempts at agricultural trade liberalization have raised
concerns that the current movement towards globalization fails to
adequately address environmental issues. Even in developed
countries, where agriculture at the farm-level represents a small
fraction of total GDP, trade-induced changes in agricultural
production levels could have considerable environmental effects.
This timely new book analyzes the possible linkages between
agricultural trade liberalization and the environment, and assesses
the negative and positive impacts of any possible reforms. The
authors begin by providing an extensive empirical examination of
the potential environmental consequences of agricultural trade
liberalization at both a global and US level. However, not only
might changes in trade policy affect the environment, but
environmental policy can also influence trade. Consequently, the
authors conduct a detailed study of the impact of US
agri-environmental policies on trade flows. To conclude, they
investigate conceptual and policy aspects of the important
inter-relationship between agricultural trade and unintentional
environmental by-products, transboundary concerns and multilateral
environmental agreements. In the context of ongoing trade
negotiations, this comprehensive book provides an objective
overview of the potential economic consequences of the relationship
between trade and the environment. It will be of special interest
to agricultural, development and environmental economists as well
as policymakers and policy analysts confronting the practical
problems of environmental and economic assessment.
Since the time of Watergate and Vietnam, trust in government has

This multidisciplinary work explores ways of making environmental
policy decisions in managing public goods and natural parks with
the goal of maximizing economic benefits to society. The
contributors to the volume seek the best strategies for improving
the environmental sustainability and quality of a public resource
by showing how to develop quantitative information about the
natural area and how it interacts with the economy. Such an
analysis can be used to define policies that encourage interactions
among institutions, local economic agents and park users. At the
same time, it provides a measure to account for the implications of
those policies on the local economy.A public resource, such as a
natural park, has many different functions - the production of
marketed goods, ecosystem protection and tourism - and its
management requires the knowledge of the physical, biological and
ecological characteristics of the functions supplied by the
resource, as well as the value of each function and the public
resource as a whole. To ensure the implementation of the optimal
practice, the contributors adopt a participative approach to
establish a credible social contract between the area's public
manager and its consumers. Balancing the interests of residents,
visitors and local businesses, and coupling the development of both
the natural potential of the area and the local economy, are
necessary steps for the best strategy to be adopted. Economists and
agricultural-environmental economists, forest and resource planners
interested in practical guidance, and professors who teach
environmental economics or forest planning courses will all find
this collection invaluable and instructive.
This volume summarizes the current state of knowledge in the
economic literature of management of agricultural biotechnology and
biodiversity in agricultural and economic development. It
identifies key issues confronting policy makers in managing
biodiversity and biotechnology and provides a broad,
multi-disciplinary analysis of the linkage between the two. It is
especially innovative in its use of plant genetic resource
management as the basis for is analysis.
Since the time of Watergate and Vietnam, trust in government has
fallen precipitously. This can easily be sensed in the apathy and
divisiveness that now characterize American politics, but it is
perhaps most clearly revealed in poll data. The great majority of
Americans do not trust the government "to do what's right all or
most of the time." Nor do they believe that government is run for
"the benefit of all" rather than for "a few big interests." The
nine essays in this volume detail the present character of
distrust, analyze its causes, assess the dangers it poses for the
future of representative government in the United States, and
suggest remedies. The focus of the analysis is on Congress because
of its pivotal role in representative government in the United
States. The authors also examine patterns of trust in societal
institutions and trust in the Presidency, especially in light of
the Clinton impeachment controversy. Because the causes and effects
of distrust are complex and pervasive, the individual chapters
highlight many of the defining features and issues of contemporary
American politics. These include the emergence of a politics that
is far more ideological, candidate centered, and captive to
interest groups, the changing character and enhanced importance of
the media, the mounting costs of campaigns, the contradictions in
public attitudes toward political leaders and processes, the causes
and consequences of public misconceptions of democratic politics,
and the need for reform in campaign finance, media practices, and
civic education.
