Konstantinopel, Sir Elliot, in einer Depesche vom 25. Mai die
Anzeige gemacht, er habe dem turkischen Botschafter Musurus
mitgetheilt, dass, obgleich England das Memorandum abgelehnt habe,
die Verhaltnisse und Gesinnungen Englands seit dem Krimkrieg sich
doch in der Weise geandert hatten, dass die Pforte nur auf
moralische Unterstutzung rechnen durfte, falls die vorhandenen
Schwierigkeiten keine befriedigende Losung fanden. Allein so ganz
friedlich war der Horizont denn doch nicht; denn es fragte sich ja,
was die Dreikaisermachte und besonders was Russland zu thun
entschlossen sei. Das englische Kabinet war sehr empsindlich
daruber, dass es auf Veranlassung des Fursten Gortschakow, wie auch
Frankreich und Jtalien, aufgefordert worden war, feine
Meinungsausserung uber das Memorandum binnen zweimal 24 Stunden
abzugeben, und dass es uberhaupt von den Beschlussen der Konferenz,
zumal in einer die Jnteressen Englands fo sehr beruhrenden
Angelegenheit, erst nachtraglich unterrichtet worden war. Die Times
versaumte auch nicht, ihrem Unmuth freien Lauf zu lassen und den
Vorwurf zu erheben, dass der Dreikaiserbund sich mit Hintansetzung
der ubrigen Grossmachte zu einem europaischen Areopag zugespitzt
