We have undertaken this volume in the belief that there is now
sufficient research completed on environmental risk to justify a
retrospective assessment of what is known. Our authors and our
intended audience are eclectic indeed. Environ mental risk
assessment receives increasing attention in the media today. The
populace is practically assaulted with stories, with anecdotes, and
with conflicting evidence. It is our hope that these chapters will
provide the reader with a comprehensive glimpse of a fast-growing
field in public policy. No complete survey of the literature would
be possible or meaningful. We offer here instead the integrative
thoughts of some of the most respected analysts in the field. We
believe that the coverage is coherent, the perspectives are
illuminating, and the individual "treatments deserving of careful
study. We are grateful to Warren Samuels of Michigan State
University who is editor of the Kluwer series on recent economic
thought. We are also grateful to our Kluwer editor, Zach Rolnik.

'The Economics of Pollution Control is a seminal contribution that
is strongly recommended as a core addition to professional,
governmental, and academic library "environmental studies"
reference collections and supplemental reading lists.' - The
Midwest Book Review This volume includes a series of previously
published papers that both illustrate basic principles in the
economics of pollution control and represent recent advances in the
field over the last fifteen years. This authoritative collection
includes seminal papers, written by leading scholars in the field,
which relate to the overarching issue of designing pollution
control policies to reduce environmental threats. The editor
successfully covers a wide range of contemporary contexts and
issues and includes both theoretical papers and empirical analyses
of the impacts of pollution control policies. This volume will
serve as an excellent source of reference for researchers, advanced
students and practicing economists interested in a contemporary
overview of the field.

Part I of this volume examine the role of liability as a policy
instrument, and provide detailed examinations of the incentive
effects created by the imposition of liability, ie. Bankruptcy,
litigation costs, delegation of responsibility and insurance. Those
in Part II study specific environmental issues such as hazardous
waste disposal and oil spills. The International Library of
Environmental Economics and Policy explores the influence of
economics on the development of environmental and natural resource
policy. In a series of twenty five volumes, the most significant
journal essays in key areas of the contemporary environmental and
resource policy are collected. This convenient reference brings
together the notable contributions examining all aspects of the
liability for environmental accidents.
