Das nunmehr in deutscher Ubersetzung vorliegende Buch "Limits of Organization" von K. J. Arrow erschlieBt Grundbeziehungen des menschlichen Handelns, indem die Spannungen zwischen Individuum und Gesellschaft, die aus unterschiedlichem Rollenverhalten im Gefiige der Gesellschaft entstehen, untersucht werden. Obwohl Arrow seine Diktion eng an die Fachterminologie anlehnt, meine ich, daB auch der Praktiker aus Wirtschaft und Politik daraus wertvolle Einsichten gewin nen kann iiber den ordnungspolitischen Stellenwert von Autoritat, Ver antwortung und Konsens in unserer Gesellschaft. Arrow legt als zentrale Hypothese die des rationalen Ziel-Mittelverhal tens zugrunde. 1m Mittelpunkt steht die Organisation als Instrument zielgerichteten Handelns eines Kollektivs, vor allem die Bedingungen, unter denen sie - im Kontrast zum Preis system - effizient ist. Kon gruenz und Dissonanz von Ziel und Mittel sind Gegenstand der Re flexion, nicht die Arbeit und die Beschaffenheit der Ziele selbst. Als Organisation versteht Arrow den Staat, die private Unternehmung und die Einrichtungen quasi-offentlichen Charakters wie Verbande und Ge werkschaften. Arrows Arbeit erinnert mich an die angelsachsische Tra dition der "Political Economy." Arrow stiitzt sich auf ein breites Spek trum informations-, nutzen-, risiko-und versicherungstheoretischer Er klarungsansatze. Diese projiziert er auf konkrete und vertraute wirt schaftliche, politische und gesellschaftliche Vorgange, so daB auch dem nicht mit der Materie unmittelbar Vertrauten die politische Tragweite der Uberlegungen paradigmatisch verstandlich wird. Kenneth Arrow's monograph "Social Choice and Individual Values" and a theorem within it created modern social choice theory, a rigorous melding of social ethics and voting theory with an economic flavor. The work culminated in what Arrow called the "General Possibility Theorem," better known thereafter as Arrow's (impossibility) theorem. The theorem states that, absent restrictions on either individual preferences or neutrality of the constitution to feasible alternatives, there exists no social choice rule that satisfies a set of plausible requirements. The result generalizes the voting paradox, which shows that majority voting may fail to yield a stable outcome.
