Thus it has been one important indicator of the success of post-communist transitions. This volume undertakes a systematic analysis of the development of civil society in post-Soviet Russia. Environmental activism in contemporary Russia exemplifies both the promise and the challenge facing grassroots politics in the post-Soviet period. In the late Soviet period, Russia's environmental movement was one of the country's most dynamic and effective forms of social activism, and it appeared well positioned to influence the direction and practice of post-Soviet politics. At present, however, activists scattered across Russia face severe obstacles to promoting green issues that range from wildlife protection and nuclear safety to environmental education.

Based on fifteen months of fieldwork in five regions of Russia, from the European west to Siberia and the Far East, Red to Green goes beyond familiar debates about the strength and weakness of civil society in Russia to identify the contradictory trends that determine the political influence of grassroots movements. In an organizational analysis of popular mobilization that addresses the continuing role of the Soviet legacy, the influence of transnational actors, and the relevance of social mobilization theory to the Russian case, Laura Henry details what grassroots organizations in Russia actually do, how they use the limited economic and political opportunities that are available to them, and when they are able to influence policy and political practice.

Drawing on her in-depth interviews with activists, Henry illustrates how green organizations have pursued their goals by "recycling" Soviet-era norms, institutions, and networks and using them in combination with transnational ideas, resources, and partnerships. Ultimately, Henry shows that the limited variety of organizations that activists have constructed within post-Soviet Russia's green movement serve as a "fossil record" of the environmentalists' innovations, failures, and compromises. Her research suggests new ways to understand grassroots politics throughout the postcommunist region and in other postauthoritarian contexts.

The world's problems-climate change, epidemics, and the actions of multinational corporations-are increasingly global in scale and beyond the ability of any single state to manage. Since the end of the Cold War, states and civil society actors have worked together through global governance initiatives to address these challenges collectively. While global governance, by definition, is initiated at the international level, the effects of global governance occur at the domestic level and implementation depends upon the actions of domestic actors. NGOs act as "mediators" between global and domestic political arenas, translating and adapting global norms for audiences at home. Yet the role of domestic NGOs in global governance has been neglected relatively in previous research. Bringing Global Governance Home examines how NGO engagement at the global level shapes domestic governance around climate change, corporate social responsibility, HIV/AIDS, and sustainable forestry. It does so by comparing domestic reception of global standards and practices in the BRICS states (Brazil, Russia, India, China, and South Africa). These newly emerging global powers, representing a range of regime types, aspire to become global policy makers rather than mere policy takers and have banded together through periodic summits to devise alternative approaches to economic development and global challenges. Nevertheless, these countries still engage the world primarily through existing global governance institutions that they did not create themselves. Ultimately, this book explores the interplay of international and domestic factors that allow domestically-rooted NGOs to participate globally, and the extent to which that participation shapes their ability to mediate and promote global governance perspectives within the borders of their own countries with varying regimes and state-society relations.

Essays that generate a new, empirically grounded theory of transnational advocacy Margaret E. Keck and Kathryn Sikkink introduced the boomerang theory in their 1998 book, Activists beyond Borders: Advocacy Networks in International Politics. It remains one of the first broadly applicable theories for why groups of NGOs and interested individuals form transnational advocacy networks. Since its publication, however, the empirical conditions that prompted their theory have changed. The types of actors involved in transnational advocacy have diversified. Northern NGOs have lost power and influence and have been restricted in their access to southern states. Southern NGOs have developed the capacity to undertake advocacy on their own and often built closer relationships with their own governments. The architecture of global governance has likewise changed, providing new avenues of access and influence for southern voices. In Beyond the Boomerang: From Transnational Advocacy Networks to Transcalar Advocacy in International Politics, editors Christopher L. Pallas and Elizabeth A. Bloodgood offer cutting-edge scholarship that synthesizes a new theoretical framework to develop a coherent, integrated picture of the current dynamics in global advocacy. This new theory of transcalar advocacy focuses on advocacy activities and policy impacts that transcend different levels or scales of political action. In transcalar advocacy, all NGOs-northern and southern-are treated as strategic actors, choosing the targets, scales of advocacy, and partnerships that best suit their capacities and goals. The case studies in the volume develop the empirical grounding of this theory using data from Latin America, Africa, Europe, and Asia, with several chapters featuring cross-national comparison. The chapters highlight the wide variety of actors involved in advocacy work, including NGOs, social movements, international institutions, governments, and businesses. Contributors use both qualitative and quantitative methodologies and bring to bear insights from political science, international relations, and sociology. Comparative case studies and analyses of the influence of domestic politics on countries' climate change policies and Kyoto ratification decisions. Climate change represents a "tragedy of the commons" on a global scale, requiring the cooperation of nations that do not necessarily put the Earth's well-being above their own national interests. And yet international efforts to address global warming have met with some success; the Kyoto Protocol, in which industrialized countries committed to reducing their collective emissions, took effect in 2005 (although without the participation of the United States). Reversing the lens used by previous scholarship on the topic, Global Commons, Domestic Decisions explains international action on climate change from the perspective of countries' domestic politics. In an effort to understand both what progress has been made and why it has been so limited, experts in comparative politics look at the experience of seven jurisdictions in deciding whether or not to ratify the Kyoto Protocol and to pursue national climate change mitigation policies. By analyzing the domestic politics and international positions of the United States, Australia, Russia, China, the European Union, Japan, and Canada, the authors demonstrate clearly that decisions about global policies are often made locally, in the context of electoral and political incentives, the normative commitments of policymakers, and domestic political institutions. Using a common analytical framework throughout, the book offers a unique comparison of the domestic political forces within each nation that affect climate change policy and provides insights into why some countries have been able to adopt innovative and aggressive positions on climate change both domestically and internationally.
