Leon N. Moses In June 1991, the Transportation Center at Northwestern University sponsored Hazmat Transport '91: A National Conference on the Transportation of Hazardous Materials and Wastes. The faculty associated with the center were aware that there had been many professional, industrial and government conferences and meetings on the subject. However, they believed that the unique capacity of the Transportation Center to bring together leaders from industry and government, as well as leading scholars from economics, law, engineering, psychology and sociology who have done research on the problems associated with the transportation of hazardous materials and wastes (hazmats), could produce a set of integrated insights and understandings that would go well beyond those of previous conferences. The papers that make up this volume were all delivered at Hazmat Transport '91. From a legislative point of view, they tend to deal with issues associated with the Hazardous Materials Transportation Act of 1975 (HMTA), the original act passed to regulate the transportation of hazardous materials, and the Hazardous Materials Transportation Uniform Safety Act of 1990 (HMTVSA). There were talks and papers presented at the conference that focused on other recent legislation and transportation issues with which HMTUSA does not deal. The conference proceedings volume also had discussions and papers on significant managerial and regulatory issues that could not be included in this volume because of constraints on its size. Therefore, this essay is made up of three parts.

Even if the "weapons of mass destruction" (WMD) and, among them, stocks of organoph- phorus (OP) agents (also referred to as war gases and nerve gases) were not found in Iraq following the US-Iraq war, the relative ease with which these substances can be made from harmless precursors and the low cost of their manufacture will continue to fascinate pow- hungry, ruthless dictators, as well as multinational and international terrorists, particularly as the close relationship between the OP agents and useful insecticides makes it easy to disguise the importation and purchase of small amounts of the precursors. Indeed, the use by Saddam Hussein of a nerve gas against the Kurds and his possible employment of the OP agents during his war with Iran, and the Sarin attack in the Tokyo underground by an extremist religious set magnetized the world with respect to the OP drugs. As these drugs exert their toxicity via their cholinergic action on the nervous, particularly central nervous, system, it is no wonder that the research in the cholinergic ? eld attracts, and merits, our intense attention. These considerations underlie the signi? cance of this book, as Alex Karczmar devotes an entire chapter of Exploring the Vertebrate Central Cholinergic Nervous System to anticholinest- ases (antiChEs), and as he is an acknowledged expert in the ? eld of cholinergic toxicity as well as a consultant to the Surgeon General of the U. The present volume has its origin in a meeting of philosophers, linguists and cognitive scientists that was held at Umea University, Sweden, September 24-26, 1993. The meeting was organized by the Department of Philosophy in co-opersation with the Department of Linguistics, and it was called UmLLI-93, the Umea Colloquium on Dynamic Approaches in Logic, Language and Information. The papers included here fall into three broad categories. In the first part of the book, Action, are collected papers that concern the formal theory of action, the logic of norms, and the theory of rational decision. The papers in the second part, Belief Change, concern the theory of belief dynamics in the tradition of Alchourron, Gardenfors and Makinson. The third part, Cognition, concerns abstract questions about knowledge and truth as well as more concrete questions about the usefulness and tractability of various graphic representations of information.

When Vladimir Putin claimed "outside forces" were at work during the Ukrainian Orange Revolution of 2004, it was not just a case of paranoia. In this uprising against election fraud, protesters had been trained in political organization and nonviolent resistance by a Western-financed democracy building coalition. Putin's accusations were more than just a call to xenophobic impulses-they were a testament to the pervasive influence of transnational actors in the shaping of postcommunist countries. Despite this, the role of transnational actors has been downplayed or dismissed by many theorists. Realists maintain that only powerful states assert major influence, while others argue that transnational actors affect only rhetoric, not policy outcomes. The editors of this volume contend that transnational actors have exerted a powerful influence in postcommunist transitions. They demonstrate that transitions to democracy, capitalism, and nation-statehood, which scholars thought were likely to undermine one another, were facilitated by the integration of Central and East European states into an international system of complex interdependence. Transnational actors turn out to be the "dark matter" that held the various aspects of the transition together. Transnational actors include international governmental and nongovernmental organizations, corporations, banks, foundations, religious groups, and activist networks, among others. The European Union is the most visible transnational actor in the region, but there are many others, including the OSCE, NATO, Council of Europe, the Catholic Church, and the Soros Foundation. "Transnational Actors in Central and East European Transitions" assemblesleading scholars to debate the role and impact of transnational actors and presents a promising new research program for the study of this rapidly transforming region.

This study examines conflicts arising from the dual processes of Europeanization and post-socialist transformations, from gaining independence in 1991 to facing the current economic crisis. Through an in-depth comparison of Estonia and Slovenia over time, it shows how elite actors within these two very different welfare capitalist states resisted EU pressures to change their cohesive and successful national models.
