1.1 General Framework In most arid and semi-arid countries, water resource management is an issue that is both important and controversial. Most water resources experts now acknowledge that water conflicts are not caused by physical scarcity but are mainly due to poor water management (Rosegrant et al. 2002; Benoit and Comeau 2005; Comprehensive Assessment of Water Management in Agriculture 2007; Garrido and Dinar 2010, among others). The scientific and technological advances of the past 50 years have led to new ways to solve many water-related conflicts, often with tools that seemed unthinkable a few decades ago (Llamas 2005; Lopez-Gunn and Llamas 2008). This study deals with the estimation and analysis of Spain's water footprint, both from a hydrological and economic perspective. Its ultimate objective is to report on the allocative efficiency of water and economic resources. This analysis can provide a transparent and multidisciplinary framework for informing and optimising water policy decisions, contributing at the same time to the implementation of the EU Water Framework Directive (WFD) (2000/60/EC). It also responds to the current mandate of the Spanish Ministry of Environment and Rural and Marine Affairs, which recently issued instructions for drafting river basin management plans in compliance with the EU Water Framework Directive, with a deadline of end of year 2009 and then every 6 years (BOE 2008).

Water Policy in Spain (Hardcover): Alberto Garrido, M. Ramon Llamas Water Policy in Spain (Hardcover)
Alberto Garrido, M. Ramon Llamas
R6,284 Discovery Miles 62 840 Ships in 12 - 19 working days

Though the modern Spanish State was formed in the mid Fifteenth Century, historical records show that water works, statues, and the utilization of water dates back to centuries BC. As a semi-arid country, the effort to control, store and assure water supplies to cities and fields is present in numerous historical and political landmarks.

Water policy in Spain has been the focus of Spanish-speaking scholars for decades, yet a comprehensive treatment of the subject has never before been published in English. Water Policy in Spain fills this gap by providing readers with a comprehensive, detailed account of the history of water policy in Spain from the beginnings of the 20th century to the present day.

Part one presents a synopsis of the physical, economic, environmental and climatic bases of Spain, also covering corresponding political topics. Part two reviews the major constraints and opportunities that are relevant to face major water policy challenges. And part three is an in-depth account of water policy in the country.

The issues closely examined include the way in which old water laws and institutions have been able to adapt to new sentimental and institutional challenges, including the significant change in the last decade to comply with the European Union 's Water Framework Directive (WFD). Like many semi-arid countries, climate change, drought risks and water pollution are cause for growing concerns in Spain and the country is still struggling to define a consistent and widely accepted set of policies to combat these threats. Spain 's current water policy is unique because it entails a complete tour de force with respect to what the country has been doing on water matters for centuries. As the WFD must be enforced in 27 States (representing 500 million Europeans), the lessons that can be learnt from the Spanish experience should catch the attention of water practitioners around the world.

This text is written by a number of authors from different countries and disciplines, affording the reader an invaluable and unbiased perspective on the subject of intensive groundwater development. Based on information gathered from the experience of many countries over the last decades, the text aims to present a clear discussion on the conventional hydrogeological aspects of intensive groundwater use, along with the ecological, legal, institutional, economic and social challenges. Divided into two main sections, the first group of authors put forward the positive and negative aspects of intensive groundwater use, whilst a second group provide an overview of the situation specific countries face as a consequence of this phenomenon. Fully revised and up-to-date, Groundwater Intensive Use makes a significant number of discoveries in a subject area that is topical in today's climate.

"The world water problems are a due to bad governance, not to physical water scarcity." This book is inspired by this statement and explores whether it holds in a specific country, Spain, where climatic conditions - Spain is one of the most arid countries of the European Union - would fully justify saying that water problems are due to physical water scarcity. The metrification of water uses and their monetary value is a first important step in understanding how reallocation of water among users could help mitigating many of current water problems in Spain. However, water reallocation among users or from users to nature is far from simple. Initiatives portrayed as the solution to the water governance 'jigsaw' - e.g. water trade, improved water use efficiency, users collective action, public participation - are not free of difficulties and shortcomings. The book explores the growing need for maintaining Spain's natural capital and the human component of water governance - people's needs, wishes, (vested) interests, aspirations - that often determine the result of decisions and, sometimes, lead water management to a deadlock. This book takes a step forward in showing a more complex - and also closer to reality - picture of water governance in Spain.

Always considered a classic renewable resource, after a hundred thousand years of farming and industry, rivers in many parts of the world are running dry and the groundwater is over pumped. In addition, the rate at which water sources are becoming contaminated with waste from humans, industry, and agriculture is truly alarming. Do these factors add up to a water crisis that merits drastic, large-scale action? Not necessarily say the editors of Water Crisis: Myth or Reality. They challenge this pessimism, concluding that while there are serious global water issues to be considered, the concept of a global water crisis is largely overstated. The book examines the issues and explores which conditions are permanent and unchangeable and which are remediable and changeable. The chapters explore when and where severe regional and local water problems occur and make suggestions about how they may be solved in a deliberate, non-crisis manner. The book covers recent breakthroughs in desalination technologies, the eco-sanitation revolution, international trade in agricultural products, methods of governance and negotiation in water allocation, and pricing and devolution of property rights and the roles they play in solving water issues. The editors, along with a panel of world-renowned experts, suggest that water issues can be solved over the next few decades using new technologies and processes.

Barbara A. Willaarts, Alberto Garrido, M. Ramon Llamas
R4,682 Discovery Miles 46 820 Ships in 12 - 19 working days

This volume provides an analytical and facts-based overview on the progress achieved in water security in Latin America and the Caribbean (LAC) region over during the last decade, and its links to regional development, food security and human well-being. Although the book takes a regional approach, covering a vast of data pertaining to most of the LAC region, some chapters focus on seven countries (Argentina, Brazil, Chile, Colombia, Costa Rica, Mexico and Peru). A full understanding of LAC's trends progress requires framing this region in the global context: an ever more globalized world where LAC has an increasing geopolitical power and a growing presence in international food markets. The book's specific objectives are: (1) exploring the improvements and links between water and food security in LAC countries; (2) assessing the role of the socio-economic 'megatrends' in LAC, identifying feedback processes between the region's observed pattern of changes regarding key biophysical, economic and social variables linked to water and food security; and (3) reviewing the critical changes that are taking place in the institutional and governance water spheres, including the role of civil society, which may represent a promising means to advancing towards the goal of improving water security in LAC. The resulting picture shows a region where recent socioeconomic development has led to important advances in the domains of food and water security. Economic growth in LAC and its increasingly important role in international trade are intense in terms of use of natural resources such as land, water and energy. This poses new and important challenges for sustainable development. The reinforcement of national and global governance schemes and their alignment on the improvement of human well-being is and will remain an inescapable prerequisite to the achievement of long-lasting security. Supporting this bold idea with facts and science-based conclusions is the ultimate goal of the book.

Integrated water resources management advocates a coordinated approach for managing water resources in a way that balances social and economic needs with concern for the environment. While potentially useful, integrated water management is also controversial. Supporters believe that the multi-dimensional nature of water can only be understood and managed from a holistic perspective, while critics often argue that integrated water management lacks suffi ciently well-defi ned rules for its practical implementation. This book, written by academics, users and practitioners, provides a down-to-earth approach to the ideal of integrated water resources management, drawing from conceptual frameworks and real-life practice to identify the key aspects that are yet to be resolved. As such, it examines the role of water accounting, food trade, environmental externalities and intangible values as key aspects whose consideration may help the water management community move forward. Overall, integrated water resources management is perceived to be a useful utopia, whose value lies more in the steps that need to be taken to make it a reality than in achieving its ever-elusive end goal.

Water Ethics - Marcelino Botin Water Forum 2007 (Hardcover): M. Ramon Llamas, L. Martinez Cortina, Aditi Mukherji Water Ethics - Marcelino Botin Water Forum 2007 (Hardcover)
M. Ramon Llamas, L. Martinez Cortina, Aditi Mukherji
R5,851 Discovery Miles 58 510 Ships in 12 - 19 working days

In the context of the current financial crisis, and at a time of deep global change, growing attention is paid to the global norms and ethical values that could underpin future global policy. Water is a key global resource. At the 3rd Marcelino Botin Foundation Water Workshop, held in Santander, Spain, June 12-14, 2007, the role of ethics in the deep roots, values, and the potential commonalities of the global water policy were discussed.
Experts from different cultural, geographic and religious backgrounds considered the different ethical points of view to enhance the debate on how ethical considerations can play a more significant and explicit role in water development and management.
Common ground for all contributing authors was considered to be the UN Declaration of 1948, and more specifically the basic aspects related to water ethics: 1. the dignity of every human being and 2. the necessity of solidarity among all human beings.

The book is divided in 8 sections which correspond to the papers presented at the Workshop:
Some Cultural Traditional Approaches on Water Ethics
Some Ethical Aspects of New Water Management
Water as a Human Right and as an Economic Resource
Water and Poverty
Groundwater Use and its Ethical Aspects
Ethics of Water Ownership and Management
Corruption, Transparency and Participation in the Water Sector
Ethical Aspects of Unforeseen and Extreme Events Management such as Floods and Droughts
