Television has ideological and hegemonic functions which have come to dominate the life styles of the youths on issues of dress styles, musical tastes and language, thus threatening and weakening the long established local cultures. Several media theorists, amongst them Sociologists, have been highly critical about the effects of television on the population as a monological, mediated quasi-interaction technology. The book critically analyse the impact of using the local content policy in reducing television cultural influences on youth in a globalised world, an area which has very little academic literature. Depuis quatre decennies, les menages congolais participent financierement a la scolarisation et aux soins de sante des enfants a leur charge. Les politiques sociales en vigueur revelent une plus grande responsabilisation du menage consecutive au desengagement progressif de l'Etat congolais dans le financement du secteur social. Les services de base dont la scolarisation et l'acces des enfants aux soins de sante deviennent financierement moins accessibles aux menages pauvres. A l'inverse, les resultats attendus ne sont pas toujours satisfaisants. Les lecteurs decouvriront que les inegalites d'acces a ces services de base ne relevent plus necessairement de l'offre souvent insuffisante, mais aussi de la differenciation des caracteristiques des menages et des enfants au sein de ces derniers.
