When we consider the ideal of the `family' of nations implied by
the European Union, it seems unnatural to deal with the question of
where Europe's borders lie. Yet the question is urgently raised by
grave issues of internal and external security. As the European
Union's imminent eastward and southern expansion becomes reality --
side by side with the evolving new emphasis on security spawned by
the events of September 11, 2001 -- we must be sure that the
Schengen norms remain viable. It is also crucial to take full
account of the impact of the enlarged European Union on the
non-candidate countries of Eastern Europe. This important book

trust among the members of the enlarged European Union adequate to

Accountants have become the foremost professional grouping in
British business management. The Priesthood of Industry documents
the rise of the accountancy profession, from the handful of
accountants listed in the trade directories of the major cities in
the late-eighteenth century to the huge commercially-oriented firms

the professional accountant, and adopt an economic determinist

changes in political identities within the EU, the extent to which
the internal frontiers have become different in kind from the

Professor Duverger at last provides the student with an overall
view of the methodology of the social sciences. He briefly traces
the origin of the notion of a social science, showing how it
emerged from social philosophy. Its essential elements and
pre-conditions are described; the splintering of social science
into specialist disciplines is explained, and the need for a
general sociology confirmed. The techniques of observation used by
social scientists are dealt with in some detail and the unity of
the social sciences is illustrated by examples of the universal
application of these techniques. Documentary evidence in its
various forms are described along with the basic analytical
techniques, including quantitative methods and content analysis.
Other methods of gathering information through polls, interviews,

This anthology provides readers with a flavour of the development
of cost accounting and emerging management accounting literature
from 'The Costing Renaissance' to 1952. Many of the issues which
were prominent in the middle of the twentieth century are still
pressing issues today and received important early treatments.
However, a more balanced longitudinal coverage of the relevant
material enables readers to trace the development of new attitudes
to problems which had been recognized early on and to become aware
of the fact that different issues tended to dominate the literature

police and gendarmerie, for the period since the establishment of a
democratic Republican regime in 1870 down to the present day. Based
on archival material and on the vast amount of recent research by
French scholars on the subject, it covers dramatic and often
harrowing developments--anarchist and communist subversion, violent
demonstrations and strikes, fascist threats, war and occupation,
colonial conflicts and regime change--which have made policing in
France troubled and controversial. As well as a chronological
history, the book contains a thematic treatment of the police and
the Republican regime (including the complex police-justice and
police-military relations, the politics of police officials
analyzing the charge of racism, politico-police scandals, and
inequalities of policing), of major controversies (over political
policing, municipal or central control of the police, and
modernization), and of areas which pose problems for which there is
no clear solution (use of force and police violence, police
accountability, private security, and internationalization). In
conclusion, the relations between the police and the public, and
the place of the police in the political order are assessed.
In Thrall to Political Change is inter-disciplinary in approach
using the academic literature in sociology, history, political
science, criminal justice as well as the writings of police
practitioners. The subject is placed in the context of
international debates on policing, and the language used is free of
jargon and the use, without explanation, of French terms. The
bibliography and sources are a basic guide for further study of the
subject.

International co-operation in criminal law enforcement has become a
centrally important policy issue for Europe in the 1990s. In
criminal matters, when a decision is taken to go beyond the
discretionary exchange of information towards institutionalized
police co-operation, a whole Pandora's box of issues and problems
is opened. This book, based on interviews in a wide variety of
documentary sources, examines the progress of this co-operation.
The authors cover all the major and theoretical issues associated
with the emerging pattern of co-operation, including the
harmonization of criminal law and criminal procedure, law
enforcement strategies, police organization and discipline, and the
politics of immigration and civil liberties. In a European Union
without internal border controls there is widespread agreement on
the objective of closer police co-operation. But prospects in some
areas are not good and there are potential pitfalls, even dangers,
along the road to more integrated arrangements. The authors

arrangements are a prerequisite of a balanced and efficient system

The need for co-operation between the police forces of the world
has never been greater: there is a huge growth in international
drug-trafficking and terrorism, and many social and economic
activities are becoming increasingly internationalized. Interpol is
the oldest and best-known institution for tackling these problems -
but is it right for today's conditions, or should it be supplanted
