Difficult questions concerning the internal and external frontiers of the EU have emerged since the changes in the European political landscape after 1989. Dismantling controls at the frontiers between member states envisaged by the Single European Act and 'Europe 1992' has encountered difficulties and complications. An increase in the geographical extent of the Union, with the inclusion of Austria, Finland and Sweden, and the possible location of the external frontier further to the East have added to uncertainties about the future direction of the EU. Managing the external frontier has become increasingly complex.

This volume analyses the cultural, political and legal consequences of dismantling controls at the internal frontiers and of measures to harden the external frontier. Among the central issues considered are the progress towards a European identity and changes in political identities within the EU, the extent to which the internal frontiers have become different in kind from the external frontiers, and the varying ways in which frontier issues are posed in different parts of the Union. These issues will profoundly influence the development of the European polity.

First published in 1974 Conservative Politics in France gives a scholarly account of politics in France from 1880 to the present and explains the way in which the Right has evolved from a collection of weak and transitory political associations to the relatively well – organised Gaullist coalition. Exciting patterns of interaction between personal careers, political events, and party organisation have characterised this period. War and colonial conflict have brought an end not only to regimes but also to political parties. The lingering influences of an aristocracy and bourgeoisie de tradition, and the survival of a large peasantry and local social systems preserved peculiar styles of politics. In Thrall to Political Change is the first history of the French police and gendarmerie, for the period since the establishment of a democratic Republican regime in 1870 down to the present day. Based on archival material and on the vast amount of recent research by French scholars on the subject, it covers dramatic and often harrowing developments--anarchist and communist subversion, violent demonstrations and strikes, fascist threats, war and occupation, colonial conflicts and regime change--which have made policing in France troubled and controversial. International co-operation in criminal law enforcement has become a centrally important policy issue for Europe in the 1990s. In criminal matters, when a decision is taken to go beyond the discretionary exchange of information towards institutionalized police co-operation, a whole Pandora's box of issues and problems is opened. This book, based on interviews in a wide variety of documentary sources, examines the progress of this co-operation. The authors cover all the major and theoretical issues associated with the emerging pattern of co-operation, including the harmonization of criminal law and criminal procedure, law enforcement strategies, police organization and discipline, and the politics of immigration and civil liberties. In a European Union without internal border controls there is widespread agreement on the objective of closer police co-operation. But prospects in some areas are not good and there are potential pitfalls, even dangers, along the road to more integrated arrangements. The need for co-operation between the police forces of the world has never been greater: there is a huge growth in international drug-trafficking and terrorism, and many social and economic activities are becoming increasingly internationalized.
