Part III assesses the extent to which the results of this civil neuroscience work, which is intended to be benign, are being, and could be protected against future hostile applications in the development of novel chemical and biological weapons.

This book explores how revolutionary developments and convergence of the chemical, life and associated sciences are impacting contemporary toxin and bioregulator research, and examines the risks of such research being misused for malign purposes. Investigating illustrative cases of dual use research of potential concern in China, India, Iran, Russia, Syria and the USA, the authors discuss how states can ensure such research and related activities are not utilised in weapons development. Although toxins and bioregulators are, in theory, covered by both the Biological and Toxin Weapons Convention and Chemical Weapons Convention, this apparent overlap in reality masks a dangerous regulatory gap - with neither Convention implemented effectively to address threats of weaponisation. This book highlights the potentially damaging consequences for international peace and security, and proposes realistic routes for action by states and the scientific community.

In the summer of 1997 some twelve lecturers and sixty students met for ten days in Budapest Hungary in a NATO Advanced Studies Institute (ASI) to consider "New Scientific and Technical Aspects of Verification of the Biological and Toxin Weapons Convention." In many ways the meeting was ahead of its time. The Ad Hoc Group was only then about to move to the discussion of a rolling text of the Protocol to the Biological and Toxin Weapons Convention (BTWC). It had been mandated to negotiate the Protocol by the Special Conference which had considered the work of the VEREX process that had taken place following the 1991 Third Review Conference of the Convention. Now, in late 1999, after much further negotiation of the text of the Protocol we are moving towards the endgame of the negotiations. Nevertheless, the scientific and technical issues discussed in the ASI in Hungary continue to be of direct relevance to the verification of the Convention and will continue to be relevant as the eventual Protocol moves from agreement through a Preparatory Commission stage and into full implementation over the next several years. The papers in this volume are much as they were presented in Budapest both in order of presentation and in content. They were designed by the ASI co-directors, Professor Graham Pearson and Ambassador Tibor Toth (Chairman of the Ad Hoc Group) to provide an integrated overview and in-depth analysis of the issues at stake.

Biotechnology is vital to counter biological and toxin weapons. Without biotechnology, the detection, identification and diagnoses of, and medical countermeasures to such weapons would be virtually impossible. As biological and toxin agents occur in natural outbreaks of disease or intoxications, there are both civil and military benefit to be had from the use of biotechnology in providing effective countermeasures to such agents. The role of biotechnology in countering biological and toxin weapons is here addressed under seven major headings: The wider political and economic contexts; Enabling technologies for BTW agent detection; The applicability of biotechnological methods for BTW agent detection on the battlefield, in a terrorist incident, and in an inspection environment; Pre-exposure medical countermeasures; Diagnosis and identification; Post-exposure treatment and decontamination; Contribution of biotechnology to strengthening international conventions against BTW agents.
