Traditionally it has been thought that scientific controversies can always be resolved on the basis of empirical data. Recently, however, social constructionists have claimed that the outcome of scientific debates is strongly influenced by non-evidential factors such as the rhetorical prowess and professional clout of the participants. This volume of previously unpublished essays by well-known philosophers of science presents historical studies and philosophical analyses that undermine the plausibility of an extreme social constructionist perspective while also indicating the need for a richer and more realistic account of scientific rationality.

Enthusiasm for science was high among philosophers when significant scientific results were mostly a promise, it declined when that promise became an undeniable reality. Nevertheless, as with the decline of any fashion, even the revolt against scientific rationality has some reasonable grounds. If the taste of the philosophical community has changed so much, it is not due to an incident or a whim. This volume is not about the history of and reasons for this change. Instead, it provides a view of the new emerging image of scientific rationality in both its philosophical and historical aspects. In particular, the aim of the contributions gathered here is to focus on the concept around which the discussions about rationality have mostly taken place: scientific change."

This lively debate erupted when two scientists, each examining the muscle contractions of a dissected frog in contact with metal, came up with opposing but experimentally valid explanations of the phenomenon. Luigi Galvani, a doctor and physiologist, believed that he had discovered animal electricity (electrical body fluid existing naturally in a state of disequilibrium), while the physicist Alessandro Volta attributed the contractions to ordinary physical electricity. Beginning with the electrical concepts understood by scientists in the 1790s, Pera traces the careers of Galvani and Volta and explains their laboratory procedures. He shows that their controversy derived from two basic, irreducible interpretations of the proper nature of a common domain: Galvani saw the frog phenomenon as the work of biological organs, Volta as that of a physical apparatus. The initial preference for Volta's theory, maintains Pera, depended not on clear-cut methodological rules, but on a dialectical dispute for which the renowned physicist was better equipped, partly because he shared the dominant metaphysical views of his time. In this greatly anticipated revision and translation of Scienza e Retorica, Marcello Pera argues that rhetoric is central to the making of scientific knowledge. Pera begins with an attack on what he calls the "Cartesian syndrome", the fixation on method shared by supporters of both the "standard" and "new" philosophies of science. He argues that in linking scientific rationality to methodological rules, both sides get it wrong. Scientific knowledge is neither the mirror of nature provided by a universal method, nor a cultural construct imposed by subjective interests. Pera proposes to overcome the tension between normative and descriptive philosophies of science by focusing on rhetoric in the construction and acceptance of theories. Examining the uses of argumentation in Galileo's Dialogue, Darwin's Origin, and the big bang-steady state controversy in cosmology, Pera shows that scientific research is not just an interchange between nature and the observer. Rather, science is a three-way interaction among nature, the investigator, and a questioning community which, through the process of attack, defense, and dispute, determines what science is. Rhetoric, then, understood as the practice of scientific argumentation, is an essential element in the constitution of science.
