Eine der zentralen Fragestellungen der Seminararbeit ist, ob die Russlandische Foderation zur Zeit eine Regionalmacht im asiatisch-pazifischen Raum darstellt oder darstellen kann. Hierbei werden vier Themenschwerpunkte herausgestellt und bearbeitet. Zuerst werden die exogenen und endogenen Einflussfaktoren ermittelt, die bei der Gestaltung der Aussenpolitik der Russischen Foderation eine Rolle spielen. Bei den exogenen Bedingungen werden die geographische Lage, die Geostrategie, die Nachbarstaaten und die Aussenbeziehungen der Russischen Foderation dargestellt. Als wichtige endogene Einflussfaktoren der russischen Aussenpolitik werden die Verfassung und das politische System, der aussenpolitische Entscheidungsprozess, die Wirtschaft und die Geschichte untersucht. Ausserdem wird kurz auf die Kultur, die Ethnien, die Religion u.a. endogene Bedingungen eingegangen. Im zweiten Komplex werden die grundlegenden Interessen und Zielsetzungen der russischen Aussenpolitik im asiatisch-pazifischen Raum thesenartig aufgestellt. Im dritten Teil wird die russische Militar- und Sicherheitspolitik dargelegt und erlautert. Hier werden die derzeitigen Probleme der Streitkrafte aufgezeigt und die Rustungsexporte der Russlandischen Foderation untersucht.
