Cities are undoubted key players in technology creation and adoption for sustainable transitions. The availability of new knowledge-be it technological or organizational (social)-is, however, - suf?cient. An institutional structure must be in place that enhances mutual learning among the actors involved and that stimulates cooperation, as well as competition. This recognition has inspired this volume, which focuses on national innovation s- tems and sectoral (technology) innovation systems that differ widely between co- tries, due to their diverse historical paths and distinctive cultural and societal f- tures. With regard to theory, most chapters incorporate a mix of endogenous growth theory and evolutionary thinking. Endogenous growth theory places an emphasis on the interplay between technological knowledge and various structural charact- istics of the economy and society, as well as on the results of economic growth. Concepts related to technology development, accumulation of knowledge on te- nology, and technology diffusion feature prominently here. In evolutionary thi- ing, and in particular coevolutionary thinking, the focus is on close links between technology and institutions, whereby the functionality of technology is in?uenced by certain dynamic interactions with institutional systems. Information technology turns out to be a clear example of such a development.

The move towards sustainable energy production and use is one the most challenging and profound changes currently taking place in the world's established and emerging economies. Energy and Innovation: Structural Change and Policy Implications presents a series of informative case studies from Norway, the United Kingdom, Poland, the United States, Russia, Japan, and China that demonstrate how the pace of sustainable energy production differs by country. This variability is examined under three section headings: Part 1 - Sustainable Energy Challenges and Policies; Part 2 - Innovation Challenges in Different Economic Contexts; and, Part 3 - The Adoption of Energy Solutions by Different Technology and Organization Sectors. Part 1 examines the challenges of increasing sustainable energy production. The main themes include differences between countries in the European Union concerning energy consumption, energy security, smart metering, and resistance to change. Part 2 presents challenges to innovation in different economic systems. The authors contrast developed European and North American systems with emerging economies such as that of China. Their focus is on improving the innovation capabilities of firms and organizations through enhanced access to knowledge. "Regional Development and Conditions for Innovation in the Network Society looks at fundamental changes at the start of the new millennium, as innovation is gaining increasing importance for local economic prosperity and the emergence of learning societies. While much attention has been devoted to information and communication technologies, this analysis shows that innovation infrastructures should be understood as a broad framework for social and economic activities transcending any specific technology, even if revolutionary, and should be tied to attitudes and behaviors oriented towards the exploitation of change by adding value. This work builds on the idea of inclusive learning, which entails a process of shared prosperity across the globe following local-specific conditions, and argues that it is crucial to understand the features of knowledge-induced growth in rich countries, as well as the challenges and opportunities for late-industrialized and less developed countries. To achieve these objectives the relative importance of infrastructures and incentives is considered the increasingly important role of institutions towards the development of social capital is covered. Learning societies will increasingly rely on "distributed knowledge bases," as a systematically coherent set of knowledge, maintained across an economically and/or socially integrated set of agents and institutions.
This volume addresses the challenges faced by value-added networking and innovation both for firms' strategies and public policies in a context increasingly influenced by dynamics of interacting networks that underlie knowledge creation, diffusion, and utilization. Part one deals with national institutions and policies to support science, networking and innovation, ranging from legislation affecting university - business relationships, national support systems for high-technology firms, to systems through which country brands can be developed. Emphasis is placed on lessons that can be learned from policies concerning wind turbines and from policies that enhance knowledge and technology transfers from universities.Part two addresses the need for value-added learning by local and regional governments concerning the building of an innovation systems and the adoption of new ICT applications in cities.
