The traditional understandings that structure the relationships between public servants and the wider political system are said to have undergone considerable change. But what are these formalized and implicit understandings? What are the key dimensions of such bargains? In what conditions do bargains rise and fall? And has there been a universal and uniform change in these bargains? The Politics of Public Service Bargains develops a distinct perspective to answer these questions. It develops a unique analytical perspective to account for diverse bargains within systems of executive government. Drawing on comparative experiences from different state traditions, this study examines ideas and contemporary developments along three key dimensions of any Public Service Bargain - reward, competency and loyalty and responsibility. The Politics of Public Service Bargains points to diverse and differentiated developments across national systems of executive government and suggests how different 'bargains' are prone to cheating by their constituent parties. The governments of several countries are in the process of reforming their regulatory regimes for the railways, and there is much debate about the appropriate regulation of transport in general and railways in particular--especially in light of environmental concerns about traffic congestion and air pollution and economic concerns about the financing of infrastructure and services. This volume investigates how Britain and Germany regulated their railways at three different points in time over the past century: after the First World War, after the Second World War, and in the 1990s. Its central focus is the design of regulatory regimes and the impact of institutional factors on the selection of design ideas and on processes of isomorphism. By placing a comparative analysis of regulatory design in a historical context and an institutional framework, the author contributes to the current debate on the emergence of the regulatory state in the late 20th century.

As the power and sophistication of of 'big data' and predictive analytics has continued to expand, so too has policy and public concern about the use of algorithms in contemporary life. This is hardly surprising given our increasing reliance on algorithms in daily life, touching policy sectors from healthcare, transport, finance, consumer retail, manufacturing education, and employment through to public service provision and the operation of the criminal justice system. The early 21st century has presented considerable challenges to the problem-solving capacity of the contemporary state in the industrialised world. Among the many uncertainties, anxieties and tensions, it is, however, the cumulative challenge of fiscal austerity, demographic developments, and climate change that presents the key test for contemporary states. Debates abound regarding the state's ability to address these and other problems given increasingly dispersed forms of governing and institutional vulnerabilities created by politico-administrative and economic decision-making structures. This volume advances these debates, first, by moving towards a cross-sectoral perspective that takes into account the cumulative nature of the contemporary challenge to governance focusing on the key governance areas of infrastructure, sustainability, social welfare, and social integration; second, by considering innovations that have sought to add problem-solving capacity; and third, by exploring the kind of administrative capacities (delivery, regulatory, coordination, and analytical) required to encourage and sustain innovative problem-solving.
