Although, today, forms of partnering in the region are not restricted to formal marriage, the norm remains for couples to marry - to establish a new family, and to accept the cultural requirement to have children. This book traces the expansion of Islamisation within a modern and plural state such as Malaysia. It elaborates on how elements of theology, sacred space, resources, and their interactivity with secular instruments such as legislative, electoral, and new social technological platforms are all instrumentally employed to consolidate a divine bureaucracy. The book makes the point that religious social movements and political parties are only few of the important agents of Islamisation in society. The other is the modern and secular state structure itself. Weber's legal rational bureaucracy or Hegel's ethical bureaucracy predominantly characterises a modern feature of governmentality. In this instance an Islamic bureaucracy is advantageously situated not only within an ambit of modernity and therefore legality, but divinity and therefore sacrality as well. This positioning gives religious state agents more salience than any other form of bureaucracy leading to their unquestioned authority in the current contexts of societies with Muslim majority rule. One of the requisites of this condition is the homogenisation of Islam followed by ring-fencing of its constituents. The latter can involve contestations with women, other genders, 'secular' Muslims, non-Muslims as well as dissenting Muslims with their differing truthful 'Islams'.
This book revisits the issue of Domestic Violence (DV) in Asia by exploring the question of family ambiguity, and interrogating DV's relationship between concept, law and strategy. Comparative experiences in the Asian context enable an examination of the effectiveness of family regulations and laws in diverse national, cultural and religious settings. Key questions relate to the limits and relevance of the human rights discourse in resolving family conflicts; the extent to which power and control in intimate relationships can actually be regulated by a set of inanimate, homogeneous and uniform policies and legislations; and how the state relates to the family as an "ambiguous" unit given state rules of governance that perpetuate unequal gender relations. Many of the difficulties in understanding DV have sprung from the fact that the family unit is ambiguous. When the state intervenes (e.g. reproductive health) the family is treated as a public concern; yet with respect to individual human/multicultural rights, the family is considered a private domain. Complications and contradictions arise with regard to different legislative/religious practices across Asia: for example, the enforcement of Sharia; technocratic imperatives with regard to demographic goals of marriage and reproduction; and state interference of gender imbalances and inequality. The politics and culture around DV is thus a mirror of modern-day Family-State collusion, which sustains rather than curtails discrimination based on sexuality and gender. This book views gender inequality for instance in relation to heteronormativity as the fundamental basis of intimate violence, rather than violence as a generic and neutral phenomenon, requiring generic solutions. It offers news theoretical insights to the conceptualisation of the family, culture and law with respect to DV. And it provides reasoned new perspectives on the effectiveness/inadequacy of present policies, laws and enforcement strategies against domestic violence in Asia.

Combining both personal and academic insights into the Malaysian women's movement, this study provides an in-depth account of the multiple struggles of the Malaysian women's movement, from securing gender equality in a patriarchal society to achieving unity among members of a multi-ethnic society that are further divided along class and religious lines. Most historical versions of national struggles have created icons out of male figures. The authors of this book have provided a corrective to this. They detail the importance of the role of the women's movement, led by numerous unsung personalities in promoting social change in Malaysia. The book centres on a crucial argument: that in the context of an ethnically fragmented post-colonial, authoritarian society, an autonomous woman movement, which began in the early eighties had actually achieved significant political success. However the study observes that by the late 1990s, feminist issues were also readily appropriated by the state and the market, and also suggests that the emergence of 'market feminism' poses specific challenges for the future of the Malaysian women's movement. This thorough and engaging account of feminism and the women's movement in Malaysia will capture the interest of scholars, policy makers and activists.
