The European Forest Institute (EFI) has five Research and Development priority ar eas: forest sustainability, forestry and possible climate change, structural changes in markets for forest products and services, policy analysis, and forest sector informa tion services and research methodology. In the area of forest sustainability our most important activity has been the project "Growth trends of European forests," the re sults of which are presented in this book. The project was started in August 1993 under the leadership of Prof. Dr. Heinrich Spiecker from the University of Freiburg, Germany, and it is one of the first EFI's research projects after its establishment in 1993. The main purpose of the project was to analyse whether site productivity has changed in European forests during the last decades. While several forest growth studies have been published at local, re gional and national levels, this project has aimed at stimulating a joint effort in iden tifying and quantifying possible growth trends and their spatial and temporal extent at the European level. Debate on forest decline and possible climate change, as well as considerations re lated to the long term supply of wood underline the importance of this project, both from environmental and industrial points of view. Knowledge on possible changes in growth trends is vital for the sustainable management of forest ecosystems."

The increasing awareness and concern of people, researchers and decision makers for the maintenance and enhancement of goods and services provided by forest ecosystems significantly widened the scope of information needs for sustainable forest management on the task-specific, integrative and strategic level. Forest resource assessments have to provide reliable, harmonized, politically relevant, cost-efficient and intuitively visible information on the multiple functions of forests in the form of statistics, georeferenced data and thematic cartography. In this perspective, the need of reviewing and discussing improvements of forest inventory and monitoring approaches is acknowledged to cope with assessment and analysis tools required for the full understanding of forest ecosystems, from local to global scales. Only a limited amount of information can be provided by adding a set of new attributes to the list of attributes commonly used in assessing the productive function of forests and utilizing traditional survey designs. The diversity of information needs that have to be satisfied by current forest resource assessments require the adoption of new survey approaches and the extension of assessment frames from forests to landscapes. This is deemed distinctively true for the issues related to sustainable forest management and biodiversity monitoring. Within this framework, the major purpose of this volume of Kluwers "Forestry Science Series" is to give readers hands-on experiences about inventory and monitoring problems and potential by reviewing a selection of approaches, methods and tools for multi-resource forest surveys, with special reference to remote sensing, statistical sampling and spatial analyses.

The Global Biodiversity Strategy' signed in 1992 in Rio de Janeiro, and the resolutions at the Ministerial Conferences on the Protection of Forests in Europe in Strasbourg, 1990, and Helsinki, 1993, commit the signatory states to monitor nationally the state of biodiversity and to sustain the characteristic natural variation in the country. Sustainability and long-term planning are the two terms best describing the philosophy of traditional forest management practices. However, the traditional planning techniques are not primarily developed to maintain sustainability of biodiversity. The gap between the international commitments and the practices in forest assessment and management is obvious. This publication presents experience in methodology for assessing and monitoring the variation of ecosystems and habitats in relation to biodiversity conservation and for integrating biodiversity in regional planning of forest management and land use. The state of the art in the field of natural resource assessments with special reference to forest biodiversity is reviewed, progress in integrating data on biodiversity in forest management planning is presented and the information needs regarding biodiversity conservation and the question to what degree assessment methods for forest biodiversity can be simplified for practical applications are discussed. The book is intended for researchers and practitioners in the field of forest and environmental planning and environmental policies.
