Friedenssicherung ist in jungster Zeit zu einem vielgebrauchten Schlagwort geworden. Angesichts zunehmender internationaler Spannungen werden zahllose Bemuhungen auf bilateraler, regionaler und internationaler Ebene unternommen, um die Mindestbedingungen fiir ein friedliches Zusammen- leben der Volker zu schaffen oder aufrechtzuerhalten. Wichtigstes Anliegen dieser Arbeit ist es, dieses kaum uberschaubare Feld internationaler Konfliktstrategie in einem zentralen Bereich transparenter zu machen. Das gesamte Friedenssicherungssystem der Vereinten Nationen wird einer Bestandsaufnahme unterzogen, die es ermoglichen soll, die prakti- sche Bedeutung der Weltorganisation im Bereich zukunftiger Friedensbemu- hungen realistisch einzuschatzen. Dabei soll vor allem auf den noch immer bestehenden Antagonismus zwischen dem vorhandenen institutionellen Rah- men und der mangelnden politischen Willensbildung als Grundvoraussetzung globaler Friedenssicherung hingewiesen werden. Herzlich danken mochte ich Herrn Prof. Dr. Helmut Steinberger fUr die Betreuung der umfangreichen Arbeit. Herr Prof. Dr. Brnno Simma hat mir in zahlreichen Gesprachen wertvolle Anregungen gegeben. How do we perceive our body and where is it represented in our brain? Since decades it has been known that the primary somatosensory cortex (or SI) codes the surface of our body in a topographical way. Classic studies understand this body map representation in SI as fix and reflecting the physical location of peripheral stimulation in the form of the famous somatosensory homunculus.
