Captain James O'Malley is the fearless leader of the Kansas City Police Department in 1940. Organized crime is doing its best to run the city, under the watchful eye of mob boss Vincentiso Gargotta. But when another woman is murdered, the police wonder if they have a serial killer on their hands.
