This is a study of probation in countries, ranging from the well-resourced and heavily professionalized services of Britain and the old Commonwealth to the reliance on lay-supervisors in Japan. The study is the result of collaborative research involving the United Nations Interregional Crime and Justice Research Institute (UNICRI), the British Home Office and experts in the ten countries in the study: Australia, Canada, Hungary, Israel, Japan, Papua New Guinea, the Philippines, Sweden, England, Wales and Scotland. The results paint a picture of probation systems in a state of flux. Faced with rising crime, the more industrialized countries have placed renewed importance on probation as a means not only of reducing reoffending but also of containing burgeoning prison populations. This has led to more overtly "correctionalist" systems than before.

The field of international probation has been surprisingly under-investigated by researchers or policymakers. While in a solely European context, the legal and administrative implications for criminal justice concerning reductions in border controls and the freedom of movement on the labour market have begun to be examined by international criminal justice orginizations, including those in policing and probation, there are still many outstanding, crucial questions relating to criminal justice and the nature of probation that have still to be addressed. This Brief presents the first major release of findings from the Third International Self-Report Delinquency Study (ISRD3). ISRD is a major international research collaboration that now covers some 35 countries. It surveys young people aged 12 to 16 in their schools, asking about their experience of crime - both as offenders and as victims - and about their attitudes to crime and justice and about their home and school life. ISRD1 was carried out in 1991-1992 and ISRD2 in 2006-2008. ISRD findings presented here cover the 27 ISRD3 countries for which data are already available, with a total sample approaching 63,000 young people. For most of these countries, the samples are drawn from two major cities. This volume provides key findings on self-reported offending and on victimization.Chapter 1 set the scene, and describes the background to ISRD3. Chapter 2describes the methods used in the survey; respondents complete the ISRD questionnaire either in paper format or - increasingly - using a standardized internet program. Chapter 3 covers key findings on self-reported offending, including the important finding that preparedness to disclose offending varies according to cultural context. "Tackling prison overcrowding" is a response to controversial proposals for prisons and sentencing set out in by Lord Patrick Carter's "Review of Prisons", published in 2007. The Carter review proposed the construction of vast 'Titan' prisons to deal with the immediate problem of prison overcrowding, the establishment of a Sentencing Commission as a mechanism for keeping judicial demand for prison places in line with supply, along with further use of the private sector, including private sector management methods. "Tackling prison overcrowding" comprises nine chapters by leading academic experts, who expose these proposals to critical scrutiny. They take the Carter Report to task for construing the problems too narrowly, in terms of efficiency and economy, and for failing to understand the wider issues of justice that need addressing. The Government has introduced new powers for tackling anti-social behaviour, such as Anti-Social Behaviour Orders (ASBOs). This study examines how the new powers are being used, and what people think about them. Its findings will advance strategic thinking on the issue. Through empirical research - combining a national survey with in-depth fieldwork in three neighbourhoods experiencing high levels of ASB - it develops principles for effective responses to problems of anti-social behaviour. The researchers conclude that: both national and local ASB strategies should aim for a balance between enforcement and prevention; government policy should be more precise in defining ASB; there need to be clearer limits set to the use of civil remedies such as ASBOs.
