Access to reliable electricity is a prerequisite for the economic transformation of economies in Sub-Saharan Africa (SSA), especially in a digital age. Yet the electricity access rate in the region is often substantially low, households and businesses with access often face unreliable service, and the cost of the service is often among the highest in the world. This situation imposes substantial constraints on economic activities, provision of public services, adoption of new technologies, and quality of life. Much of the focus on how to best provide reliable, affordable, and sustainable electricity service to all has been on mitigating supply-side constraints. However, demand-side constraints may be as important, if not more important. On the supply side, inadequate investments in maintenance result in high technical losses; most state-owned utilities operate at a loss; and power trade, which could significantly lower the cost of electricity, is underdeveloped. On the demand side, the uptake and willingness to pay are often low in many communities, and the consumption levels of those who are connected are limited. Increased uptake and consumption of electricity will encourage investment to improve service reliability and close the access gap. Electricity Access in Sub-Saharan Africa shows that the fundamental problem is poverty and lack of economic opportunities rather than power. The solution lies in understanding that the overarching reasons for the unrealized potential involve tightly intertwined technical, financial, political, and geographic factors. The ultimate goal is to enable households and businesses to gain access to electricity and afford its use, and utilities to recover their cost and make profits. The report makes the case that policy makers need to adopt a more comprehensive and long-term approach to electrification in the region - one centered on the productive use of electricity at affordable rates. Such an approach includes increased public and private investment in infrastructure, expanded access to credit for new businesses, improved access to markets, and additional skills development to translate the potential of expanded and reliable electricity access into substantial economic impact. Maroussia Hajdukowski-Ahmed is a Professor at McMaster University who teaches in the French Department, the Women's Studies Program, and at the Institute on Globalization and the Human Condition. As a principal investigator of the McMaster Research Centre for the Promotion of Women's Health, she conducted studies with immigrant and refugee women, co-authored Women's Voices in Health Promotion and published essays on dialogism, participatory research, culture and mental health, and on exilic women's narratives.

Nazilla Khanlou is Associate Professor at the LSB Faculty of Nursing and Department of Psychiatry, University of Toronto, and is the upcoming inaugural Ontario Women's Health Council Chair in Women's Mental Health Research at York University. She has received major peer-reviewed grants from federal and provincial research funding agencies, and conducted policy informing research (Status of Women Canada). She has published numerous articles, books, and reports on youth, immigrant health, and mental health promotion.

Helene Moussa has had extensive experience as an educator, researcher, and administrator, as well as in policy and organizational development, networking, and advocacy. Her last position before her retirement was with the World Council of Churches, Geneva, Switzerland as executive secretary for uprooted people with regional responsibilities with partners in the Middle East, Asia, and the Pacific."

The present book contains fourteen expository contributions on various topics connected to Number Theory, or Arithmetics, and its relationships to Theoreti cal Physics. The first part is mathematically oriented; it deals mostly with ellip tic curves, modular forms, zeta functions, Galois theory, Riemann surfaces, and p-adic analysis. The second part reports on matters with more direct physical interest, such as periodic and quasiperiodic lattices, or classical and quantum dynamical systems. The contribution of each author represents a short self-contained course on a specific subject. With very few prerequisites, the reader is offered a didactic exposition, which follows the author's original viewpoints, and often incorpo rates the most recent developments. As we shall explain below, there are strong relationships between the different chapters, even though every single contri bution can be read independently of the others. This volume originates in a meeting entitled Number Theory and Physics, which took place at the Centre de Physique, Les Houches (Haute-Savoie, France), on March 7 - 16, 1989. The aim of this interdisciplinary meeting was to gather physicists and mathematicians, and to give to members of both com munities the opportunity of exchanging ideas, and to benefit from each other's specific knowledge, in the area of Number Theory, and of its applications to the physical sciences.
