Life today is rife with rapid-fire "high alert" responses, a proliferating trend that is especially pronounced in the United States (though most certainly felt elsewhere as well), where past catastrophes shape expanding perceptions of imminent danger. September 11, 2001 looms as an inescapable spectral presence, defining an important baseline for the ramping up of biosecurity measures. However, the contributors to this volume argue against biosecurity as the new status quo by focusing instead on the ugly underbelly. Through considering the vulnerability of individuals and groups and particularly looking at how vulnerability propagates in the shadow of biosecurity, BioInsecurity and Vulnerability challenges the acceptance of surveillance measures or security interventions as necessities of life in the new millennium.

The charismatic form of healing called qigong, based on meditative breathing exercises, has achieved enormous popularity in China during the last two decades. Qigong served a critical social organizational function, as practitioners formed new informal networks, sometimes on an international scale, at a time when China was shifting from state-subsidized medical care to for-profit market medicine. The emergence of new psychological states deemed to be deviant led the Chinese state to "medicalize" certain forms while championing scientific versions of qigong. By contrast, qigong continues to be promoted outside China as a traditional healing practice. Breathing Spaces brings to life the narratives of numerous practitioners, healers, psychiatric patients, doctors, and bureaucrats, revealing the varied and often dramatic ways they cope with market reform and social changes in China.

While biotech policies and projects vary by country, the contributors identify a significant trend toward state entrepreneurialism in biotechnology, and they highlight the ways that political thinking and ethical reasoning are converging around the biosciences. As ascendant nations in a region of postcolonial emergence, with an "uncanny surplus" in population and pandemics, Asian countries treat their populations as sources of opportunity and risk. Biotech enterprises are allied to efforts to overcome past humiliations and restore national identity and political ambition, and they are legitimized as solutions to national anxieties about food supplies, diseases, epidemics, and unknown biological crises in the future.
