The papers in this book were 'in a preliminary version' presented
at an international con ference May 21-25, 2002 in Gilleleje,
Denmark. It was a joint event, namely the biennial meeting of the
Scandinavian Society of Forest Economics and the 3rd Berkeley-KVL
Con ference. The Scandinavian Society of Forest Economics (SSFE)
was established in 1958 as a forum for forest economists in the
Nordic countries to meet and exchange ideas on research and
education. Alternating between Denmark, Finland, Norway and Sweden,
biennial ordinary meetings have taken place ever since. The number
of participants has increased from 10-15 in the first decade to
more than 80 in 2002. In the last two decades prominent researchers
from outside Scandinavia have been invited to present papers at the
biennial meetings and also to participate in ad hoc working groups.
The Berkeley-KVL part of the conference is based on a research
collaboration between The Royal Veterinary and Agricultural
University (KVL), Copenhagen, University of Cali fornia at
Berkeley, and Oregon State University. It was initiated in 1993
within the frame work of a research programme at KVL: 'Stochastic
Decision Analysis in Forest Manage ment' and since 1996 extended to
the programme 'Economic Optimisation of Multiple-Use Forestry and
Other Natural Resources'."
Plant disease is one of the greatest causes of economic losses
of crops throughout the world. Every year, billions of dollars are
spent on chemical control measures, but there is an increasing
awareness that alternatives to these chemical control measures may
be becoming more viable. This work explores the international
impact of plant disease on man and how this is measured and
diagnosed, discusses epidemiology and the genetics of host-parasite
relations and looks at the range of defensive tactics currently
available and those under development, in particular those which
are more environmentally acceptable than many in widespread use
now.

Although the United States is a nation founded by immigrants,
Alberto Gonzales and David Strange believe that national
immigration policy and enforcement over the past thirty years has
been inadequate. This failure by federal leaders has resulted in a
widespread introduction of state immigration laws across the
country. Gonzales and Strange assert that the solution to current
immigration challenges is reform of federal immigration laws,
including common sense border control, tougher workplace
enforcement, minor (but significant) changes to the Immigration and
Nationality Act, and a revised visa process that discourages
overstaying the duration of a visa. Gonzales and Strange embrace
many provisions of current pending legislation, but are sharply
critical of others. Their proposals call for an expansion of the
grounds of inadmissibility to foster greater respect of law and to
address the problem of visa overstays, while also calling for a
restriction on grounds of inadmissibility in other areas to address
the large undocumented population and increasing humanitarian
crisis. They explore nationality versus citizenship and introduce a
pathway to nationality as an alternative to a pathway to
citizenship. This immigration policy blueprint examines the
political landscape in Washington and makes the argument that
progress will require compromise and the discipline to act with
compassion and respect. Most significantly, it illuminates how
following this blueprint can enhance national security and improve
the economy in the United States in ways that is consistent with
the rule of law.
