In what ways do local authorities respond to the increasing
socio-cultural heterogeneity of urban populations? While other
studies have often focused on policy declarations, the eight
chapters in this book provide rich evidence on the content and
implementation of local policies. Furthermore, several chapters
offer theoretical insights into the factors driving or hindering
policies that acknowledge socio-cultural heterogeneity and ensure
more equality and inclusive public services. The general focus of
the book is on cities in France and Germany, that is, two major
immigration countries in Europe - countries in which local
authorities have a relatively strong position within the state
structure. The contributions analyze how local actors use their
powers to ensure more equal public employment, adapt cultural
offers and recreational facilities to the demands of a diverse
population, and/or to fight discrimination. Further chapters
investigate who takes part in formulating policies and seek to
explain why cities take different decisions about strategies and
practices. As a whole, the book contributes to the comparative
study of societal diversity and local politics in France and
Germany, and will be of interest to academics, researchers, and
advanced students of Sociology, Public Policy, Law, and Political
Science. This book was originally published as a special issue of
Ethnic and Racial Studies.

This volume of the Lecture Notes in Computer Science series
contains the papers accepted for presentation at the Second
International Conference on Autonomous Infrastructure, Management
and Security (AIMS 2008). The conference took place in Bremen,
Germany, hosted by the Jacobs University Bremen. AIMS 2008 was -
ganized and supported by the EC IST-EMANICS Network of Excellence
(#26854) in cooperation with ACM SIGAPP and ACM SIGMIS and
co-sponsored by IFIP WG 6.6 and Jacobs University Bremen. This
year’s AIMS 2008 constituted the second edition of a single-track
and standalone conference on management and security aspects of
distributed and autonomous systems, which took place initially in
Oslo, Norway in June 2007. The ?rst objective of the AIMS
conference series is to stimulate the exchange of ideas in a
cross-disciplinary forum where there is su?cient time for
discussion of novel ideas. A second objective is to provide a forum
for doctoral students to discuss their research ideas in a wider
audience and to receive training to help make their research
careers successful. To this end, AIMS includes a PhD workshop and a
tutorial program that is o?ered as part of the main conference
program.
This is the West African contribution to a series of regional
studies, some twenty years in the making, on the history of
irrigation, commissioned by the International Commission on
Irrigation and Drainage. It demonstrates that although Nigeria did
not produce such old and elaborate hydralic structures as those in
the Nile and Euphrates-Tigris valleys, its people nevertheless
devised systems of irrigation and flood control early on in their
history. It further shows that the history of agricultural
development is inseparable from the social history of the people.
