The Nordic countries have long been seen as pioneers in promoting gender equality. This book brings together scholars from the global South and post-socialist economies to reflect on Nordic approaches to gender equality. The contributors to the book seek to explore from a comparative perspective the vision, values, policies, mechanisms, coalitions of interests and political processes that help to explain Nordic achievements on gender equality. While some contributors explore the Nordic experience through the prism of their own realities, others explore their own realities through the Nordic prism. By cutting across normal geographical boundaries, disciplinary boundaries and the boundaries between theory and policy, this book will be of interest to all readers with an interest in furthering gender equality.

The vast majority of the world's working women, particularly those from low-income households in developing countries, are located in the informal economy in activities that are casual, poorly paid, irregular and outside the remit of formal social security and protective legislation. This book examines the constraints and barriers which continue to confine women to these forms of work and what this implies for their ability to provide for themselves and their families and to cope with insecurity. It develops a framework of analysis that integrates gender, life course and livelihoods perspectives in order to explore the interactions between gender inequality, household poverty and labour market forces that help to produce gender-differentiated experiences of risk and vulnerability for the working poor. Drawing on practical experiences from the field, It uses this framework to demonstrate the relevance of a gender-analytical approach to the design and evaluation of a range of social protection measures that are relevant to women at different stages of their life course. These include conditional and unconditional social transfers to reduce child labour and promote children's education, child care support for working women, financial services for the poor, employment generation through public works and different measures for old age security. The book stresses the importance of an organised voice for working women if they are to ensure that employers, trade unions and governments respond to their need for socio-economic security. Finally, the book synthesises the main lessons that emerge from the discussion and the linkages between social protection strategies and the broader macro-economic framework. The Asian crisis of the late 1990s severely affected some of the most successful economies in the region, placing the issue of social protection high on the regional and international agenda. Subsequently, growth rates revived, but the fruits of growth have not been evenly distributed and inequality has risen. Behind this trend lie deeply entrenched forms of poverty and social exclusion as well as new forms of vulnerability resulting from the liberalisation of markets and growing exposure to the global economy. This volume deals with issues of poverty, vulnerability and social exclusion in the Asian context. The articles deal with different groups of vulnerable people, exploring some of the characteristics of vulnerability in different contexts, and reflecting on appropriate policy responses. This book sheds light on social policies in six South Asian countries introduced between 2003 and 2013, examining the ways in which these policies have come about, and what this reflects about the nature of the state in each of these countries. It offers a detailed analysis of the nature of these policies introduced in recent years in Bangladesh, India, Maldives, Nepal, Pakistan and Sri Lanka, and illustrates the similarities and differences in policy approaches amongst the six countries. Through this analysis, the book explores the thesis of whether there is a particular type of 'developmental welfare state' that can be observed across South Asia. The focus is on social policies or policies designed to address poverty and deliver welfare at the level of programming and design, i.e. the stated intent of these policies. The book also presents an analysis of the fiscal space available in each of the six countries, thereby drawing conclusions about the financial feasibility of a 'developmental welfare state' model in the region. This comprehensive book uniquely explores critical aspects of policy debates on a possible move from welfare to 'rights'. This book presents the findings of a five-year action research programme into how far poverty-oriented microfinance institutions (MFIs) in Africa, Asia, and Latin America are contributing to global poverty reduction, and how they can do so more effectively. Martin Greeley reviews evidence on their success in reaching poorer clients and improving the average income and wealth of their clients (chs 2&3). Naila Kabeer reviews evidence on performance against a wider array of indicators, including women's empowerment, citizenship rights, and social inclusion (chs.4&5). Both authors highlight methodological difficulties associated with assessing impact, but are cautiously positive. Susan Johnson is more cautious, suggesting that the contribution of MFIs to the overall growth of financial services in selected parts of Africa and India remains small (ch.6). James Copestake reviews evidence on the organizational factors that influence achievement of MFIs' social as well as financial goals, as well as progress in routinely monitoring and managing social performance (ch.7&8). He and Anton Simanowitz then make clear and simple suggestions for how this can be done better (ch.9). In this path-breaking study, social economist Naila Kabeer examines the lives of Bangladeshi garment workers in Bangladesh and Britain to shed light on the question of what constitutes "fair" competition in international trade. She argues that if the unhealthy coalition of multinationals and labor movements is truly seeking to improve the working conditions for women and children in the "Third World," as well as those of western workers, their efforts should be directed away from an attempt to impose labor standards and towards a support for the organization of labor rights. Any attempt to devise acceptable labor standards at an international level which takes no account of the forces of inclusion and exclusion with local labor movements is, she further argues, likely to represent the interests of the powerful at the expense of those of the weak.

This work examines the biases which underpin mainstream development thought and which account for the marginal status given to women's needs and interests in current development policy. The author traces the emergence of awareness of gender hierarchies and examines the inadequacies of social cost-benefit analysis, the most widely-used method of evaluation of development projects. She also traces the emergence of "women" as a specific category in development thought and examines alternative frameworks for analyzing gender hierarchies. She identifies the household as a primary site for the construction of power relations and compares the extent to which gender inequalities are revealed in different approaches to the concept of the family unit.
