This book offers a new argument for the ancient claim that well-being as the highest prudential good - eudaimonia - consists of happiness in a virtuous life. The argument takes into account recent work on happiness, well-being, and virtue, and defends a neo-Aristotelian conception of virtue as an integrated intellectual-emotional disposition that is limited in both scope and stability. This conception of virtue is argued to be widely-held and compatible with social and cognitive psychology. The main argument of the book is as follows: (i) the concept of well-being as the highest prudential good is internally coherent and widely held; (ii) well-being thus conceived requires an objectively worthwhile life; (iii) in turn, such a life requires autonomy and reality-orientation, i.e., a disposition to think for oneself, seek truth or understanding about important aspects of one's own life and human life in general, and act on this understanding when circumstances permit; (iv) to the extent that someone is successful in achieving understanding and acting on it, she is realistic, and to the extent that she is realistic, she is virtuous; (v) hence, well-being as the highest prudential good requires virtue. But complete virtue is impossible for both psychological and epistemic reasons, and this is one reason why complete well-being is impossible.

This book provides an integrated solution for security and safety in the home, covering both assistance in health monitoring and safety from strangers/intruders who want to enter the home with harmful intentions. It defines a system whereby recognition of a person/stranger at the door is done using three modules: Face Recognition, Voice Recognition and Similarity Index. These three modules are taken together to provide a percentage likelihood that the individual is in the "known" or "unknown" category. The system can also continuously monitor the health parameters of a vulnerable person living alone at home and aid them in calling for help in an emergency. The authors have analyzed a number of existing biometric techniques to provide security for an individual living alone at home. These biometric techniques have been tested using MATLAB (R) image processing and signal processing toolboxes, and results have been calculated on the basis of recognition rate. A major contribution in providing security is a hybrid algorithm proposed by the author named PICA, which combines features of both PCA (Principle Component Analysis) and ICA (Independent Component Analysis) algorithms. This hybrid approach gives better performance recognition than either system alone. The second proposed hybrid algorithm for voice recognition is named as a MFRASTA algorithm by combining features of MFCC (Mel Frequency Cepstral Coefficient) and RASTA-PLP (RelAtive SpecTrA-Perceptual Linear Prediction) algorithm. After performing experiments, results are collected on the basis of recognition rate. The authors have also proposed a third technique named as a Similarity Index to provide trust-based security for an individual. This technique is text independent in which a person is recognized by pronunciation, frequency, tone, pitch, etc., irrespective of the content spoken by the person. By combining these three techniques, a high recognition rate is provided to the person at the door and high security to the individual living independently at home. In the final contribution, the authors have proposed a fingertip-based application for health monitoring by using the concept of sensors. This application is developed using iPhone 6's camera. When a person puts their fingertip on a camera lens, with the help of brightness of the skin, the person's heartbeat will be monitored. This is possible even with a low-quality camera. In case of any emergency, text messages will be sent to the family members of the individual living alone by using 3G Dongle and MATLAB tool. Results show that the proposed work outperforms all the existing techniques used in face recognition, voice recognition, and health monitoring alone.

New institutions don't come into being by themselves: They have to be organized. On the basis of research from a decade-long, multi-site study of efforts to transform freshwater management in Brazil, Practical Authority asks how new institutional arrangements established by law become operational in practice. The book explores how this happens by putting both agency and structures in motion. It looks at what actors in complex policy environments actually do to get new institutions off the ground. New configurations of authority in a policy area very often have to be produced relationally, on the ground, in practice. New organizations have to acquire problem-solving capabilities and recognition from others, what the authors call "practical authority." The story told here has a multiplicity of protagonists, many of whom are normally invisible in political studies, such as the state officials and university professors who struggled to move water reform forward. The book explores the interaction between their efforts to influence the design and passage of new legislation and the hard labor of creating the new water management organizations the laws called for. It follows three decades of law making at the national and state level and examines the creation of sixteen river basin committees throughout the country. By bringing together state and society actors around territorially specific problems, these committees were expected to promote a new vision of integrated water management. But none of the ones examined here followed the trajectory their organizers expected. Some adapted creatively to challenges, circumventing roadblocks encountered along the way; others never got off the ground. Rather than explain these differences on the basis of the varying conditions actors faced, the authors propose a focus on the process, and practice, of institution building.
