This book contributes to an ongoing debate about the EU as a global actor, the organization's ability to speak with one voice in energy affairs, and the external dimension of the regulatory state. Investigating whether the Energy Union amounts to a fundamental shift towards Europe's new 'Liberal Mercantilism', it gathers high-level contributors from academia and the policy world to shed light on the changing nature of the EU's use of power in one of its most crucial policy fields. It argues that the Energy Union epitomizes a change in the EU's approach to managing its economic power. Whilst the EU remains committed to a liberal approach to international political economy, it seems ready to promote regulation for the purpose of augmenting its own power at the expense of others, notably Russia. This edited collection will appeal to political scientists, economists and energy experts.

'A broad-ranging and highly intelligent account of key recent developments internationally which skillfully updates the public management and governance literatures' - Ewan Ferlie, Royal Holloway 'Public management has been radically changed and reformed... this book gives students a fine introduction to these changes and to the theories dealing with them' - Jorgen Gronnegaard Christensen, University of Aarhus An introduction and guide to the dramatic changes that have occurred in the provision of public services over the last two decades, this book combines theoretical perspectives with a range of case studies from Europe, North America and further afield to explain why, how and with what success liberal democracies have reformed the service role of the state. The book pays close attention to four major dimensions of this transition: " External challenges and opportunties: globalisation and EU integration " Reducing the role of the state: Liberalisation, privatisation, regulation and competition policy " Improving the role of the state: New Public Management, e-Government and beyond " Managing the New Public Sector: organisations, strategy and leadership This text is designed for undergraduate courses in public governance, but it also addresses the core components of MPA programmes - the parameters, tools, principles and theories of public sector reform.

A Liberal Actor in a Realist World - The European Union Regulatory State and the Global Political Economy of Energy... A Liberal Actor in a Realist World - The European Union Regulatory State and the Global Political Economy of Energy (Hardcover)
Andreas Goldthau, Nick Sitter

Since 1992, the European Union has put liberalisation at the core of its energy policy agenda. This aspiration was very much in line with an international political economy driven by the neo-liberal (Washington) consensus. The central challenge for the EU is that the energy world has changed, while the EU has not. The rise of Asian energy consumers (China and India), more assertive energy producers (Russia), and the threat of climate change have securitized the IPE of energy, and turned it more 'realist'. The main research question is therefore: 'What does a liberal actor do in a realist world?' The overall answer as far as the EU is concerned is that it approaches energy challenges as a problem of market failure: imperfect competition on the supply side; inadequate supply of public goods on the demand side and in terms of infrastructure; and large externalities that arise both from non-energy events and from large-scale consumption of fossil fuels. A Liberal Actor in a Realist World assesses the changing nature of the global political economy of energy and the European Union's response, and the external dimension of the regulatory state. The book concludes that the EU's soft power has a hard edge, which is derived primarily from its regulatory power. This works best when it targets companies rather than governments, and it is more effective in the 'Near Abroad' than at the global level. This makes the EU emerge an actor in its own right in the global political economy of energy - a 'Regulatory Power Europe'.

The Handbook of Public Administration and Policy in the European Union focuses on the current state of the EU while also demonstrating how its current structure came into being and how it may change in the near future. Although most existing literature is either policy-oriented or institution-oriented, this textbook employs a different, more comprehensive approach. Not only does it analyze selected EU laws and most EU institutions, it is also unique in that it brings together EU public administration, EU institutions, and, most importantly, EU policies into a comprehensive text. Divided into five parts, the book provides an overview of theory discourses on European integration, followed by an analysis of the development of European organizations. Part II explains the nature of the EU, highlighting its institutions. Part III addresses various dimensions of public administration, followed by a review in Part IV of major EU policies, including the Common Agricultural Policy. The textbook concludes with a history of Economic and Monetary Union and a study of the European Central Bank and the euro.
