this paper will give a short review of the history of the German
public pension plan between the late 19th century and today. Part 2
will show how decisions made in the past could be explained and
will use political approaches to explain the choice and evolution
of pension schemes and pension reform. Part 3 of this paper will
then consider the current problems faced by the pension system and
will discuss different proposals made. It will consider the current
situation of the German public pension plan and will use political
determinants in order to examine how the future reform of the
public pension fund in Germany could develop. A small critique will
be given at the end.

general overview on Douglass C. North's theoretical work during the
last twenty years on economic history as well as on new
institutions economics and institutional change. While the paper is
more concerned on how North approaches the origin and development
of the state via property rights it also will take his theory of
institutional change and the way he emphasizes economies of scale
and transaction costs into account., abstract: The paper will give
a general overview on Douglass C. North's theoretical work during
the last twenty years on economic history as well as on new
institutions economics and institutional change. While the paper is
more concerned on how North approaches the origin and development
of the state via property rights it also will take his theory of
institutional change and the way he emphasizes economies of scale
and transaction costs into account. Part One of this paper will
give a short introduction into the topic of the philosophy of the
state. This will be followed by North's argumentation and thus his
philosophy of the state derived in his numerous works. To begin
with, Part Two of this paper gives an introduction into North's
argumentation on the role of property rights for economic growth.
Part Three will then explain what role government has in economic
organization. The role of economies of scale for property rights
and fiscal policies will be looked upon thereafter in Part Four.
The circle will then be closed by linking economic growth and
property rights with the development of the state. Analogously to
North's argumentation in his book "The Rise of the Western World"
the paper takes a section of ten millennia in economic history in
order to explain the tension between property rights and the role
of government as North sees it. North's

Abstract: This paper examines actual entry and exit dynamics in the
German airline market in light of the European liberalization
process. For this purpose, flight schedules data was used to derive
entry and exit statistics for a set of chosen inner-German routes
over a period of thirteen years. Data was analysed in
cross-sectional and longitudinal manner while identifying different
entry waves and examining incumbent behaviour with respect to entry
deterrence strategies. Furthermore, the market's concentration and
structure was tracked to allow a conclusion with respect to the
market's contestability after liberalization. The results suggest
the existence of remaining structural barriers to entry and depict
a rather unsatisfactory overall state of the post liberalized
market.

vorstellt, befasst sich der zweite Teil dieser Seminararbeit unter
anderem mit der Thematik des Geschaftsprozessmanagements an sich.
Hierbei werden Erfolgsfaktoren sowie Herausforderungen,
Anforderungen und Ziele vorgestellt. Ebenso werden
Anwendungsbereiche und schwerpunktmassige Technologien fur eine
