Urbane Innovation beinhaltet Projekte und Programme, die bestehende lokalpolitische Strukturen und Prozesse zu verandern versuchen. Dabei konzentriert sich der Fokus auf urbane Projekte, politische und administrative Strukturen. Die Wertfreiheit des Begriffs Innovation bedeutet, dass die Analyse von ergebnisoffenen Veranderungen ausgeht. In den verschiedenen Innovationsfeldern werden Ziele vorgegeben und definiert. Die empirische Analyse dieser Innovationen muss aber sowohl die Zielsetzungen diskutieren als auch aufzeigen, inwieweit diese nachhaltig erreicht werden. Innovation beinhaltet insofern nicht per se einen urbanen Wandel. Erst die Ex Post-Analyse von Output, Outcome und Impact kann diesen nachweisen.

"Good local governance" reflects the dual functions of local government. On the one hand, democratic regimes gain input legitimacy by responsiveness and by being inclusive towards the preferences of their citizens. On the other hand, they achieve output legitimacy by effectively delivering public goods and services. Their governance strategies follow three major paths - "decentralisation," "political administrative reforms" and "participatory reforms." But national contexts, actors, political culture and path dependency matter a lot. In this book continent-wide developments are compared by using relevant country studies. This comparative approach focuses on "developing countries" in Asia, Africa and Latin America, comparing and contrasting their experience with that of European countries

Das Thema "Ehrenamt" ist derzeit in aller Munde. Die Anzahl derer, die sich in verschiedenen Bereichen unentgeltlich engagieren, ist nach wie vor gross. Gleichwohl ist seit einiger Zeit ein Wandel zu beobachten: die traditionelle auf Langfristigkeit ausgerichtete ehrenamtliche Vereinsarbeit ruckt zusehends in den Hintergrund. Immer weniger Menschen wollen sich fur einen langeren Zeitraum ehrenamtlich binden. Der Bundestag hat eine "Enquete-Kommission zur Zukunft des burgerschaftlichen Engagements" eingerichtet und das Jahr 2001 wurde von den Vereinten Nationen als das Jahr des Ehrenamts proklamiert. Auch die Politiker erkennen, dass ehrenamtliche Arbeit eine unverzichtbare Stutze unserer Gesellschaft ist. Dies trifft in besonderem Masse auf den Kulturbereich zu. Ohne die Arbeit von Ehrenamtlichen scheint die Aufrechterhaltung eines breiten Spektrums an Angeboten gefahrdet. Andererseits darf daruber jedoch nicht die Forderung von festen Arbeitsplatzen vernachlassigt werden, zumal der kulturelle Sektor einen zukunftstrachtigen Bereich fur deren Schaffung darstellt. Vor diesem Hintergrund beschaftigen sich die Autoren dieses Buches ausfuhrlich mit den Perspektiven, Chancen und Defiziten des Ehrenamtes und mit den Moglichkeiten und Grenzen der Qualifizierung im Kulturbereich."

Die Energiewende ist inzwischen Gegenstand der sozialwissenschaftlichen Fachdisziplinen geworden. Haufig konzentriert sich die wissenschaftliche Auseinandersetzung auf einen speziellen Themenkomplex. Im vorliegenden Sammelband werden erstmals originar politikwissenschaftliche Beitrage gebundelt. Das Themenspektrum reicht von Energiearmut bis zu Energiewende-Governance: Lokale Konflikte, politische Partizipation und soziales Engagement sowie regionale Strategien werden umfassend dargestellt. Daneben werden Energiepolitiken anderer Lander analysiert sowie eine theoretische Einordnung der Energietransformation vorgenommen. Der Band bietet damit einen ersten Einstieg in die Welt der Energiewende aus politikwissenschaftlicher Perspektive.

Problems of poverty and democratisation, and the way they can mutually impact, are among the most pressing concerns of our times. Can the ever-widening gap between rich and poor both within countries and worldwide be reduced? How can those most seriously affected -- the poor themselves -- become active in this process? Has the recent wave of democratisation improved their chances of doing so? What can be done by donor agencies and non-governmental organisations of the North and the South to provide meaningful assistance? These are among the questions addressed in this book. Its focus is on those sections of the population where these problems have become most acute, i.e. the inhabitants of 'marginalised' settlements in large cities -- the ever-sprawling favelas, poblaciones, bidonvilles, quartiers pr'caires, slums, and squatter areas. Field research was carried out in four countries -- Brazil, Chile, Ivory Coast and Kenya -- based on a systematic comparative design involving two cities and four marginalised settlements in each country. The methods included surveys, interviews and observation in close cooperation with local social and political groups. In this way, a unique comparative 'view from below' of recent developments and their consequences for the urban poor emerges. The research focused on the national and local contexts and the specific forms of social structure, interest organisation, political culture and political participation. The results make clear some of the common elements and causes, but also the great diversity of political cultures within which the 'active poor' seek to improve their lives. Here lie also some of the concrete possibilities for effective support by external agencies.
