This is the classic work upon which modern-day game theory is based. What began more than sixty years ago as a modest proposal that a mathematician and an economist write a short paper together blossomed, in 1944, when Princeton University Press published "Theory of Games and Economic Behavior." In it, John von Neumann and Oskar Morgenstern conceived a groundbreaking mathematical theory of economic and social organization, based on a theory of games of strategy. Not only would this revolutionize economics, but the entirely new field of scientific inquiry it yielded--game theory--has since been widely used to analyze a host of real-world phenomena from arms races to optimal policy choices of presidential candidates, from vaccination policy to major league baseball salary negotiations. Die herrschende UngewiBheit iiber die Bedeutung der Nationalokonomie fiir das praktische Wirtschaftsleben und iiber ihre Bra.uchbarkeit fur die Zwecke der Wirlschafts politik liillt es angemessen erscheinen, die zwischen der theoretischen Forschung und ihrer Anwendung auf konkrete Aufgaben schwebenden Fragen zu untersuchen. Da sich die nachfolgende Abhandlung auch an einen breiteren Kreis wendet, erschien es zweckmafiig, von der Anfuhrung des zugrunde liegenden wissenschaftlichen Apparates Abstand zu nehmen, da er die schlichte Darstellung des Gedanken ganges unnotig erschwert hatte. Die unumganglich notwen digen Anmerkungen wurden in einen Anhang verwiesen. Die Schrift hat ihren Zweck erreicht, wenn sie neuerlich klargemacht hat, daB sich die theoretische Okonomie gegen iiber allen ihren moglichen Anwendungen neutral verhalt und niemals zu irgendwelchen beliebigen wirlschaftspoliti schen Ideen und Stellungnahmen in ein Abhangigkeitsver haltnis geraten kann. Sorge urn die Zukunft der Forschung im Bereiche der Wirtschaftswissenschaft Hillt das Bedurfnis nacn Klarstellung dieses Sachverhaltes lebhafter denn je empfinden. Die Abhandlung soIl ferner zeigen, daB den wissenschaftlichen Aussagen uber die Wirtschaftspolitik zwar Grenzen gesetzt sind, daB man aber ohne die National okonomie keineswegs das Auslangen finden kann, falls die V VORWORT VI Wirtsehaftspolitik einen selbst nur beseheidenen Grad von RationalWit tragen solI: Die Hindernisse, die das wissen sehaftliehe Denken nieht iiberwindet, konnen aueh dureh keine andere Bemiihung oder Anstrengung bezwungen werden.
