In response to the attacks of September 11, 2001 and war in Afghanistan, the Fulbright New Century Scholars program brought together social scientists from around the world to study sectarian, ethnic, and cultural conflict within and across national borders. As one result of their year of intense discussion, this book examines the roots of collective violence - and the measures taken to avoid it - in Burma (Myanmar), China, Germany, Pakistan, Senegal, Singapore, Thailand, Tibet, Ukraine, Southeast Asia, and Western Europe. How, practically speaking, is the Chinese polity - as immense and fissured as it has now become - actually being governed today? Some analysts highlight signs of 'progress' in the direction of more liberal, open, and responsive rule. Others dwell instead on the many remaining 'obstacles' to a hoped-for democratic transition. Drawing together cutting-edge research from an international panel of experts, this volume argues that both those approaches rest upon too starkly drawn distinctions between democratic and non-democratic 'regime types', and concentrate too narrowly on institutions as opposed to practices. The prevailing analytical focus on adaptive and resilient authoritarianism - a neo-institutionalist concept - fails to capture what are often cross-cutting currents in ongoing processes of political change. Illuminating a vibrant repertoire of power practices employed in governing China today, these authors advance instead a more fluid, open-ended conceptual approach that privileges nimbleness, mutability, and receptivity to institutional and procedural invention and evolution.

Do our ideas about social movements travel successfully beyond the democratic West? Unrest in China, from the dramatic events of 1989 to more recent stirrings, offers a rare opportunity to explore this question and to consider how popular contention unfolds in places where speech and assembly are tightly controlled. The contributors to this volume, all prominent scholars of Chinese politics and society, argue that ideas inspired by social movements elsewhere can help explain popular protest in China. Drawing on fieldwork in China, the authors consider topics as varied as student movements, protests by angry workers and taxi drivers, recruitment to Protestant house churches, cyberprotests, and anti-dam campaigns. Their work relies on familiar concepts such as political opportunity, framing, and mobilizing structures while interrogating the usefulness of these concepts in a country with a vastly different history of class and state formation than the capitalist West. The volume also speaks to silences in the study of contentious politics (for example, protest leadership, the role of grievances, and unconventional forms of organization), and shows that well-known concepts must at times be modified to square with the reality of an authoritarian, non-western state.
Observers have been predicting the demise of China's political system since Mao Zedong's death over thirty years ago. The Chinese Communist state, however, seems to have become increasingly adept at responding to challenges ranging from leadership succession and popular unrest to administrative reorganization, legal institutionalization, and global economic integration. What political techniques and procedures have Chinese policymakers employed to manage the unsettling impact of the fastest sustained economic expansion in world history? As the authors of these essays demonstrate, China's political system allows for more diverse and flexible input than would be predicted from its formal structures. Many contemporary methods of governance have their roots in techniques of policy generation and implementation dating to the revolution and early PRC--techniques that emphasize continual experimentation. China's long revolution had given rise to this guerrilla-style decisionmaking as a way of dealing creatively with pervasive uncertainty. Thus, even in a post-revolutionary PRC, the invisible hand of Chairman Mao--tamed, tweaked, and transformed--plays an important role in China's adaptive governance.
China's convulsive Cultural Revolution was conceived in 1966 as a 'great revolution that would touch the people to their very souls'. How are we to assess its impact fifty years on? In this volume, leading social and political scientists, historians and anthropologists examine the long-lasting consequences of the political, social, economic and cultural upheaval unleashed by Mao Zedong. Contributions from authors working within and outside the People's Republic of China consider the impact of this tumultuous mass movement from perspectives as diverse as market-based economic reform, clothing and fashion, the grassroots movements of late 1960s across the globe and the so-called 'lost generation' of sent-down youth. We find that collective and personal memories of the Cultural Revolution and its enduring institutional and social legacies continue to exert a profound effect on China and the Chinese people today.
What are states, and how are they made? Scholars of European history assert that war makes states, just as states make war. This study finds that in China, the challenges of governing produced a trajectory of state-building in which the processes of moral regulation and social control were at least as central to state-making as the exercise of coercive power. State-making is, in China as elsewhere, a profoundly normative and normalizing process. This study maps the complex processes of state-making, moral regulation, and social control during three critical reform periods: the Yongzheng reign (1723-1735), the Guomindang's Nanjing decade (1927-1937), and the Communist Party's Socialist Education Campaign (1962-1966). During each period, central authorities introduced--not without resistance--institutional change designed to extend the reach of central control over local political life. The successes and failures of state-building in each case rested largely upon the ability of each regime to construct itself as an autonomous moral agent both separate from and embedded in an imagined political community. Thornton offers a historical reading of the state-making process as a contest between central and local regimes of bureaucratic and discursive practice.
