Graft and corruption continuously challenges social scientists as a
phenomenon that seems invincible although proven to plague
societies since government, as a social institution, was invented.
It needs to be researched on and the results taught to future
citizens. The task is daunting but also very challenging, indeed,
to resist; thus, this research was conducted to confirm what the
determinants of political corruption are and design a syllabus for
teaching. The analysis yielded the following factors as related to
political corruption. The (1) economic determinants were: level of
development, economic growth, income, economic freedom,
globalization, resources, trade openness and foreign direct
investment; (2) political development were: federal form,
democracy, press freedom, legal system, political participation,
political competition and political stability; (3) social
determinants: history, education, ethnicity and religion; and, (4)
organizational determinants: democratic institutions,
decentralization and government expenditure. Using the above as
conceptual framework, a syllabus for teaching was designed.
Hopefully, schools will adopt this book for political pedagogy.
"Voluntourism" is coined from the merger of volunteerism and
tourism, which is gaining global prominence. MIRATECH Korea has
adopted the concept in its implementation of the company's
corporate social responsibility through social entrepreneurship.
The social enterprise is called "Korean VolunTourists Programs
which is embedded in the International Volunteerism Vision
Association (IVVA), based in Ligao City, Philippines. This book was
written from the research report on MIRATECH Korea's implementation
of corporate social responsibility through social entrepreneurship
employing international voluntourism as an innovative approach. It
is considered useful to students, professors and practitioners in
business administration, public administration and collaborative
governance. Both members of the business community and civil
society organizations will learn from this book on how social
entrepreneurship may be managed.
Climate change has caused weather changes resulting in disasters in
most countries like the Philippines. The Province of Albay has
experienced devastating typhoons, volcano eruption and tsunami
threats due to earthquakes. Thus, the local government has formed a
policy network on climate change adaptation and disaster risk
reduction and management (CCA-DRRM). The policy network may be
analyzed in the contexts of structure, process and outcomes. This
book focuses on the policy network development process, which is
composed of: network formation, institutionalization, capability
building, policy making, policy implementation and sustaining the
network. It shows why the Province of Albay in the Philippines was
declared a "Global Local Government Unit (LGU) model for Climate
Change Adaptation" by the UN-ISDR and the World Bank in
2008.Generalization on collaborative governance through policy
network in Albay, Philippines reveals the unique and exemplary
experiences of the province thereby providing basis for the
identification of good practices in DRR and lessons learned.

The global community aspires for human development for every
individual and it is a core component of the millennium development
goals. Every country is also aiming at human security over and
above state security in pursuing national development. But the
challenges posed by climate change stand in the way, thus,
adaptation has become a buzzword in national and local governance
discourses. Climate change adaptation (CCA) is, in fact, just a
program in disaster risk reduction (DRR), which is a general
approach to ensuring human security; hence, human development.
Policy analysis as a process needs to be guided by a holistic view
incorporating human security, climate change adaptation and
disaster risk reduction, which this book intends to achieve. The
author advances his own conceptual model called "Risk Alleviation
Model." This book forms the theoretical background of an ongoing
research by the author on "Policy Network of Climate Change
Adaptation and Disaster Risk Reduction and Management in the
Province of Albay, Philippines" as a requirement of the course
Doctor of Philosophy major in Public Administration at Aquinas
University of Legazpi, his third doctorate degree.
Democratization in South Korea has gone a long way alongside
globalization of the country brought about by an exemplary economic
development. However, social issues have persisted for long due to
the long-time priority of government placed on economic growth.
Since the democratic and reformist regimes of Kim, Dae Jung and
Rho, Moo Yun, welfare development took a favorable turn resulting
in pluralist policies addressing the demands of vulnerable and
marginalized sectors. Meanwhile, the dearth in Korean labor brought
the influx of migrant workers from various parts of the world,
especially Southeast Asia, South Asia and China. Consequently,
multiculturalism has become a shimmering issue threatening social
integration of the Korean society. This book analyzes the strategy
of collaborative governance as used by the Korean leadership to
address such social problems. This book contains two academic
papers written by the author for presentation in separate
international seminars in South Korea. This book, however, precedes
such public dissemination. Professors and students of government
studies will find this book useful as well as government officials

School Based Management (SBM) has been recently implemented by the
Philippines' Department of Education in order to enhance the total
quality of educational management in public schools in the country.
The City Division of Legazpi, in pursuit of overall improvement of
schools, launched the SBM program in both the elementary and
secondary levels. This study was conducted to assess the level of
implementation of the program by the schools in the city division
and to determine the progress the surveyed schools have made in the
process. This book comes out of the full length report which was
done by the principal researcher with the guidance of the
professor. The book intends to orient the reader to the mechanics
of SBM assessment as well as provide information on how the results
can be interpreted and utilized for the improvement of educational

Koreans currently form the biggest foreign community in the
Philippines and settlement projects, such as the Korean Village
proposed in Ligao City, Albay, are designed for the assimilation of
Korean families, businessmen and organizations into Filipino
community life. The proposed Korean Village herein studied has been
the product of collaborative relations between the local
governments of Ligao City, Philippines and Goyang City, South
Korea. This book reports on the research work conducted by the
authors in 2011 to determine the perceived development impact of
the Korean Village project on Ligao City. The book offers insights
on cross-sectional views of government officials, civil society
leaders, businessmen and private individuals. A holistic picture is
portrayed on how a settlements project would benefit or imply to
the local government unit hosting it. Public administrators,
educators and students in government studies, businessmen,
government planners, and other entities will gather relevant

This work is a fusion of two academic papers read at the 2011 World
Congress for Korean Politics and Society held in Incheon Songdo,
South Korea, last August 23-25, which was organized by the Korean
Political Association and at the 2012 Korean Government Studies
Conference in Andong City, South Korea on April 27-28, 2012,
sponsored by the Korean Association for Government Studies. It
proposes that in global governance, human security should be
mainstreamed; regional inter-state associations must adopt its
conceptualization as paradigmatic reference in policy making; and
nation-states should incorporate it in social policy development.
This monograph serves as a reference for social social science
educators and students as well as government social policy makers
and implementers. It reviews the different conceptializations of
human security by international organizations and policy writers.
It also discusses briefly global governance and the need to
mainstream human security therein. For application, the author
derives implications in the contexts of East Asia, specifically in
the ASEAN region and the Korean Peninsula. More detailed
implications are drawn for South Korea.
