In 1914, the Associated Newspapers sent correspondent Herbert Corey to Europe on the day Great Britain declared war on Germany. During the Great War that followed, Corey reported from France, Britain, and Germany, visiting the German lines on both the western and eastern fronts. He also reported from Greece, Italy, Switzerland, Holland, Belgium, and Serbia. When the Armistice was signed in November 1918, Corey defied the rules of the American Expeditionary Forces and crossed into Germany. He covered the Paris Peace Conference the following year. No other foreign correspondent matched the longevity of his reporting during World War I. Until recently, however, his unpublished memoir lay largely unnoticed among his papers in the Library of Congress. With publication of Herbert Corey's Great War, coeditors Peter Finn and John Maxwell Hamilton reestablish Corey's name in the annals of American war reporting. As a correspondent, he defies easy comparison. He approximates Ernie Pyle in his sympathetic interest in the American foot soldier, but he also told stories about troops on the other side and about noncombatants. He is especially illuminating on the obstacles reporters faced in conveying the story of the Great War to Americans. As his memoir makes clear, Corey didn't believe he was in Europe to serve the Allies. He viewed himself as an outsider, one who was deeply ambivalent about the entry of the United States into the war. His idiosyncratic, opinionated, and very American voice makes for compelling reading.

A Washington Post Best Book of the Year

The dramatic story of a South Carolina heiress who joined the OSS and became the first American woman in uniform taken prisoner on the Western front--until her escape from Nazi Germany.

Gertrude "Gertie" Legendre was a big-game hunter from a wealthy industrial family who lived a charmed life in Jazz Age America. Her adventurous spirit made her the inspiration for the Broadway play Holiday, which became a film starring Katharine Hepburn. When the Japanese attacked Pearl Harbor, Legendre, by then married and a mother of two, joined the OSS, the wartime spy organization that preceded the CIA. First in Washington and then in London, some of the most closely-held United States government secrets passed through her hands. In A Guest of the Reich, Peter Finn tells the gripping story of how in 1944, while on leave in liberated Paris, Legendre was captured by the Germans after accidentally crossing the front lines.

Subjected to repeated interrogations, including by the Gestapo, Legendre entered a daring game of lies with her captors. The Nazis treated her as a "special prisoner" of the SS and moved her from city to city throughout Germany, where she witnessed the collapse of Hitler's Reich as no other American did. After six months in captivity, Legendre escaped into Switzerland.

A Guest of the Reich is a propulsive account of a little-known chapter in the history of World War II, as well as a fascinating portrait of an extraordinary woman.

There has been a considerable increase in the number of procedures involving citizen oversight of police implemented by cities and counties in the 1990s. However, many of these procedures have had a troubled history involving serious-even bitter-conflict among the involved parties. Citizen Review of Police: Approaches and Implementation is designed to help jurisdictions that may decide to establish-or wish to improve-an oversight system to avoid or eliminate these battles. At the same time, the publication can help oversight planners understand and choose among the many options available for structuring a citizen review procedure. Finally, current oversight staff and volunteers may find it useful to review the publication as a way of learning more about the field. To provide this assistance, Citizen Review of Police describes the operations of nine very different systems of citizen oversight. However, the publication does not promote any particular type of citizen review-or citizen review in general. Rather, the report is intended to help local government executives and legislators, as well as police and sheriff's department administrators, union leaders, and local citizen groups and public interest organizations, learn about the advantages, drawbacks, and limitations of a variety of oversight systems and components.
