Intelligence Governance and Democratisation - A Comparative Analysis of the Limits of Reform (Hardcover): Peter Gill Intelligence Governance and Democratisation - A Comparative Analysis of the Limits of Reform (Hardcover)
Peter Gill
R4,309 Discovery Miles 43 090 Ships in 12 - 17 working days

This book analyses changes in intelligence governance and offers a comparative analysis of intelligence democratisation. Within the field of Security Sector Reform (SSR), academics have paid significant attention to both the police and military. The democratisation of intelligence structures that are at the very heart of authoritarian regimes, however, have been relatively ignored. The central aim of this book is to develop a conceptual framework for the specific analytical challenges posed by intelligence as a field of governance. Using examples from Latin America and Europe, it examines the impact of democracy promotion and how the economy, civil society, rule of law, crime, corruption and mass media affect the success or otherwise of achieving democratic control and oversight of intelligence. The volume draws on two main intellectual and political themes: intelligence studies, which is now developing rapidly from its original base in North America and UK; and democratisation studies of the changes taking place in former authoritarian regimes since the mid-1980s including security sector reform. The author concludes that, despite the limited success of democratisation, the dangers inherent in unchecked networks of state, corporate and para-state intelligence organisations demand that academic and policy research continue to meet the challenge. This book will be of much interest to students of intelligence studies, democracy studies, war and conflict studies, comparative politics and IR in general.

Democracy, Law and Security - Internal Security Services in Contemporary Europe (Paperback): Peter Gill Democracy, Law and Security - Internal Security Services in Contemporary Europe (Paperback)
Peter Gill; Edited by Jean-Paul Brodeur
R1,233 Discovery Miles 12 330 Ships in 12 - 17 working days

In the past decade there have been significant changes in the operations of security and intelligence agencies throughout Europe. Those in the former Eastern Europe have undergone the most obvious changes in their targets and the legal context within which they operate, but these changes have affected all the agencies to some extent. It is these changes that will provide the context of structures and processes through which the agencies will respond to the September 11, 2001 attack on New York and Washington. This edited collection of papers by an international group of experts in the study of security and intelligence examines recent and current developments in the light of the rule of law and democracy and specifically addresses a number of common themes. Firstly, security and intelligence agencies are placed within the broader context of their parent state, including whether their powers originate in legislation or executive decree and the form of oversight. Secondly, the types of agency - civilian, military, foreign and domestic - are considered in the context of their historical development, including the transition from authoritarian to liberal state forms. Thirdly, the changes in their mandate and targets are discussed, in particular, towards 'terrorism', 'transnational organized crime' and economic intelligence. Finally, each author considers the enduring issue of how the impact of security and intelligence agencies is to be assessed in terms both of security and human rights. This book represents the first systematic attempt to present a collection of contemporary studies on the shifts in this crucial aspect of the operation of all states, and to do so within a framework of common themes. Although significant differences remain in the operation of security intelligence, all the authors highlight the common dilemmas that accompany the attempt to provide security but to do so democratically.

Transnational Organised Crime - Perspectives on Global Security (Paperback): Adam Edwards, Peter Gill Transnational Organised Crime - Perspectives on Global Security (Paperback)
Adam Edwards, Peter Gill
R1,501 Discovery Miles 15 010 Ships in 12 - 17 working days

The perceived threat of 'transnational organised crime' to Western societies has been of huge interest to politicians, policy-makers and social scientists over the last decade. This book considers the origins of this crime, how it has been defined and measured, and the appropriateness of governments' policy responses. The contributors argue that while serious harm is often caused by transnational criminal activity - for example, trafficking in human beings - the construction of that criminal activity as an external threat obscures the origins of these crimes in the markets for illicit goods and services within the 'threatened' societies. As such, the authors question the extent to which global crime can be controlled through law enforcement initiatives and alternative policy initiatives are considered. The authors also question whether transnational organised crime will retain its place on the policy agendas of the United Nations and European Union in the wake of the 'war on terror'.

Peter Gill
R1,019 Discovery Miles 10 190 Ships in 12 - 17 working days

This title was first published in 2000: Policing is associated more with "doing" than with "thinking", so how can policing be "intelligent"? This text attempts to answer questions on police intelligence, and discusses whether or not policing can re-invent itself in the Information age. By using emerging technological tools is policing changing or is it just using them to control the "dangerous classes"? The development of "intelligence-led policing" seeks to shift organizational practices in order to attain goals more effectively. Charting and explaining the progress of this shift is a central aim of this study. The author compares the police intelligence structures of the UK with North America, especially Canada and New York State. The book looks at the contributions made, by the Government, the police and the criminals to the development of intelligence policing.

Policing Politics - Security Intelligence and the Liberal Democratic State (Hardcover): Peter Gill Policing Politics - Security Intelligence and the Liberal Democratic State (Hardcover)
Peter Gill
R3,909 Discovery Miles 39 090 Ships in 12 - 17 working days

Numerous allegations of abuse of power have been made against the domestic security intelligence agencies in the United Kingdom - police special branches and MI5. These include the improper surveillance of trade unionists and peace activists, campaigns of disinformation against elected politicians and, most serious of all, the summary shooting of people believed to be engaged in political violence. Although in recent years far-reaching inquiries have been conducted into similar agencies in other liberal democracies, and the end of the Cold War has brought dramatic change to security agencies in Eastern Europe, the UK agencies have remained aloof from anything more than marginal organisational change. Drawing on extensive foreign material and making use of the social science concepts of information, power and law, this book develops a framework for the comparative analysis of these agencies. This provides, first, a systematic discussion of what is known about the operations of security intelligence agencies in liberal democracies and, second, an agenda for research into the UK agencies, including: the ambiguous nature of their mandate regarding 'national security', 'subversion' and 'terrorism'; the ways in which the agencies penetrate society and what they do with the information they gather; internal organisational questions such as recruitment and culture; the extent to which the agencies are controlled by ministers; and how the agencies' activities might be overseen by outside political bodies such as parliamentary committees, and by citizens in general. Concluding that not enough is known about how these agencies operate in the UK, the book argues the need for a thorough inquiry toinvestigate the disturbing allegations that have been made, and to make proposals for a more democratic system of security intelligence.

Democratization of Intelligence (Paperback): Peter Gill, Michael Andregg Democratization of Intelligence (Paperback)
Peter Gill, Michael Andregg
R1,019 Discovery Miles 10 190 Ships in 12 - 17 working days

This comparative analysis of the sometimes fraught process of achieving democratic governance of security intelligence agencies presents material from countries other than those normally featured in the Intelligence Studies literature of North America and Europe. Some of the countries examined are former Communist countries and several in Latin America are former military regimes. Others have been democratic for a long time but still experience widespread political violence. Through a mix of single-country and comparative studies, major aspects of intelligence are considered, including the legacy of, and transition from, authoritarianism; the difficulties of achieving genuine reform; and the apparent inevitability of periodic scandals. Authors consider a range of methodological approaches to the study of intelligence and the challenges of analysing the secret world. Finally, consideration is given to the success - or otherwise - of intelligence reform, and the effectiveness of democratic institutions of control and oversight. This book was originally published as a special issue of Intelligence and National Security.
