The main theme of the book is that the new types of sanctions constitute a challenge to the international system. First, there are more of the targeted sanctions, including financial, travel, aviation, special commodity and arms sanctions. Furthermore, there are considerable but varied practices in implementation. Also there are now sanctions by new actors (regional bodies, international organizations). These all put new strains on international bodies in carrying out sanctions or getting member states to work together in these efforts. These challenges are analyzed in this volume, with some examples, but mostly from a generalist perspective. A completely novel aspect is that this volume also includes studies of the difficulties that are met by targeting actors, their way of managing the situations, and most interesting, the human rights of such actors.

Targeted sanctions have become an established practice in international relations since the end of the Cold War. Such sanctions - directed at certain leaders or concerning particular commodities or services - have been used by both international organizations and individual states. This book examines this new instrument of international diplomacy, and analyses what such sanctions require in terms of capacity building by the UN and by member states to be effective. This book provides an analytical framework for understanding how the concept of quality peace can be used to evaluate post-conflict peacebuilding, using social science, statistics, and case studies. Including contributions from more than 20 researchers and practitioners, it argues that the quality of the peace in a post-conflict state relates to the extent to which peace accords are implemented, the agreed-upon mechanism for the non-violent resolution of the conflict, and the available social space for civil and political actors. To arrive at the concept of 'quality peace', the authors evaluate the existing literature and identify a lack of a satisfactory means of measuring outcomes, and consequently how these might be researched comparatively.
