As the destructive consequences of environmental problems such as global warming, water scarcity and resource and biodiversity destruction have been felt ever more heavily, people are becoming more aware of the importance of and their responsibilities towards environmental protection. The causes of our problems are anthropogenic. The number of people working in what might be termed environmental industries or with environmental responsibilities in their day-to-day work has mushroomed. In many cases, however, individuals charged with protecting the environment have a set of empirical priorities: what is done, rather than moral priorities which consider what should be done. The need to harmonise environmental knowledge with ethical behaviour and thus achieve behavioural change and the internalisation of environmentally ethical values has never been more urgent.

Nanobiotechnology is still a developing field. The results and promises of this technology are not only of scientific and economic importance, they also raise grave ethical, legal, and social questions. In this context, the so called "Precautionary Principle" or "Vorsorgeprinzip" is of high relevance. What does it mean to "proceed with caution" in the field of nanobiotechnology? How can the principle be applied and specified? Is it a suitable tool for the protection against potentially dangerous effects on the environment and human health? What is the status of the Precautionary Principle in international agreements and national legislation? 1 Selbstorganisation als wissenschaftliche Revolution Seit Beginn der 1960er Jahre bahnt sich eine wissenschaftliche Revolution an, die inzwischen unter dem Sammelbegriff Selbstorganisation zu einem gro13angelegten, nahezu aIle Wissenschaftsdisziplinen umfassenden Forschungs- programm ausgereift ist. 1m Mittelpunkt dieses neuen Konzepts steht die Untersuchung der spontanen Entstehung, Hoherentwicklung und Ausdifferenzie- rung von Ordnung in dynamischen Systemen fern ab yom Gleichgewicht. Den Ausgangspunkt bildeten konkrete Forschungsprobleme: Wie entsteht Laserlicht? Wie organisiert sich lebende Materie? Wie entwickelt sich das Wetter? Wie ko-evolvieren verschiedene Lebensformen eines Biotops? Die Antworten, die auf diese und ahnliche Fragen gefunden wurden, gingen freilich iiber das spezielle Frageinteresse hinaus und begriindeten eine vollig neue Sicht der Natur. Aus solchen zunachst unscheinbaren Anfangen innerhalb der Naturwis- senschaften heraus ist es erstaunlich rasch zu einem Paradigmawechsel gekommen, der moglicherweise eine neue kopernikanische Wende fur die Wissenschaft insgesamt einleitet, was unser Verstandnis dynamischer Prozesse in komplexen Systemen anbetrifft. Nach Forschern wie I. Prigogine und H. Haken, die maJ3geblich an der Begriindung der modernen Selbstorganisationsforschung beteiligt waren, gehen wir einer neuen Synthese, einer neuen Naturauffassung entgegen, in deren Zentrum die Vorstellung einer spontan sich selbst organisierenden Welt steht: die klassische Wissenschaft, die den Gegensatz zwischen Mensch und Natur betont habe, verwandele sich dadurch in eine neue Wissenschaft yom Komple- xen, die den Menschen zu einem Dialog mit der Natur (I. Prigogine) befahige; Kommunikation trete an die Stelle von objektivierender Naturbe- herrschung.
