Federalism has generally been characterized as a system of government that is friendly to liberty. It is not obvious, though, why this should be so. Federalism is a form of government where citizens simultaneously reside in at least two governments, each of which has independent authority to tax and to regulate. By contrast, in a unitary form of government citizens face only one government with independent authority to tax and regulate. At first glance, it would seem a bit strange to claim that liberty is more secure when citizens are members of two governments with independent authority than when they are members of only one such government. The relationship between federalism and liberty turns out to be a complex one, and one that is capable of working in either direction. Whether federalism supports or erodes liberty depends on importantly on the institutional framework within which federalist governance takes place. The essays in Federalist Government in Principle and Practice examine this institutionalist theme from both theoretical and practical perspectives.

The essays in this book treat the relationships among politics, taxation, and the rule of law. A central tenet of democratic ideology is that taxation is something that we choose to do to ourselves, rather than being something that is imposed on us by some ruler. The basic ideology of the American constitutional founding is that government is not the source of our rights of person and property. To the contrary, government is something we establish with our prior rights of person and property to preserve and protect those rights. While it is possible to articulate some intellectual notions about good government and appropriate taxation, it does not follow from the mere fact of this articulation that actual taxation works as articulated. Taxation may be a necessary means of preserving and protecting rights of person and property, but it might also operate in various ways to undermine, abridge, and erode those rights. The central tenet of democratic ideology, a tenet that is reflected thoroughly in the American constitutional founding, is that it is people's prior right to their property that limits the reach of government. This ideology rejects without a second thought any notion that government defines the limits of people's right to property. Yet democratic practice may well contradict and subvert democratic ideology, though the relationship between practice and ideology is not so simple as one being dominant over the other.
This edited volume explores the tension between reason and sentiment in democracies and its contribution to the decline of liberalism. Bringing together classical liberal scholars with a deep knowledge of public choice ideas, the chapters delve into this tension from a variety of perspectives. Building on the principle of entangled political economy, as articulated by Richard E. Wagner, this volume engages with new facets of the relationship between choice and consequence and their implications for democratic politics. Advocating for a reframing of public choice theory as compatible with civic republicanism, this volume will be of interest to students and scholars of public choice, political economy, political theory, governance, and economic policy.
Cigarettes are under political attack at all_levels of government in the United States. From Washington, D. C. to state capitals to local govern ments, proposals abound to increase the cigarette excise tax, to impose smoking bans, to prevent cigarette advertising, to restrict the sale of cigarettes through vending machines, to cut off the export of cigarettes, to earmark the cigarette excise tax for health programs, to divest the stock of cigarette companies, and so on. And all of these are purportedly being advocated in the name of health. Undergirding and abetting the health argument is an economic argument that claims to place a value of up to $100 billion per year on the alleged health costs of smoking to the American economy, which is more than $3 per pack of cigarettes smoked. As our title suggests, our interest lies in the economics of smoking and not in the health issues surrounding smoking. We are professional economists and not medical scientists. We will focus on what, if any, economic consequences arise for nonsmokers when smokers smoke. For purposes of our discussion, we simply accept the premise that smoking damages health and proceed with our analysis. Since we have not studied the issue ourselves, we have no way of knowing whether such a premise is true. But it really does not matter for getting the economics of smoking right. The important point resides in who pays for whatever to smoking."

This volume contains the papers, along with the discussant's re marks, presented at a conference on 'Federal Fiscal Responsibility', held at The Homestead, Hot Springs, Virginia, on 26-27 March 1976. Additionally, we, the editors, have included an introductory essay which sets forth some of our background thoughts that in formed our organization of the conference and which also de scribes some of our reactions to the conference. This conference was sponsored by the Liberty Fund, Inc. of Indianapolis, Indiana, which incorporated this conference into its overall program directed toward the study of the ideals of a free society of responsible individuals. Related to this effort, the Liberty Fund also assisted in supporting research on Democracy in Deficit: The Political Legacy of Lord Keynes, by James M. Buchanan and Richard E. Wagner (New York: Academic Press, 1977). Both Democracy in Deficit and the conference were de signed to examine one important aspect of the Liberty Fund's general set of concerns, namely the' way in which political con siderations influence the macroeconomic aspects of budgetary policy, thereby, in turn, influencing the future of American liberty and prosperity. Concerned citizens are challenged to become better informed about public issues, for ideas have consequences, and involved individuals can make a difference. Following the general treatment of how to achieve these ideals contained in LIMITING LEVIATHAN, we have continued our series of books designed to examine the topics raised there in greater depth. In FEDERALIST GOVERNMENT IN PRINCIPLE AND PRACTICE we developed the ways in which dividing governmental power between levels such as national and state can help citizens preserve their freedoms. In this volume we develop the ways in which property rights do the same.
This book examines macroeconomic theory from an analytical framework provided by theories of complex systems, in contrast to conventional theories founded on aggregation. The resulting difference in analytical perspectives is huge: the macro level of society is not pursued through aggregation over micro entities. To the contrary, the micro-macro relation is treated as one of parts-to-whole, and this relation is approached from within an ecological scheme of thought. A society is a complex ecology of plans. That ecology, however, is not reducible to a single plan. Conventional macro theory presents a national economy as a collection of such aggregate variables as output, employment, investment, and a price level, and seeks to develop theoretical relationships among those variables. In contrast, the social-theoretic approach to macro or social theory in this book treats the standard macro variables as having been shaped through social institutions, conventions, and processes that in turn are generated through interaction among economizing persons. The object denoted as macro is thus of a higher order of complexity than the object denoted as micro.

Economists commit a category mistake when they treat democratic governments as indebted. Monarchs can be indebted, as can individuals. In contrast, democracies can't truly be indebted. They are financial intermediaries that form a bridge between what are often willing borrowers and forced lenders. The language of public debt is an ideological language that promotes politically expressed desires and is not a scientific language that clarifies the practice of public finance. Economists have gone astray by assuming that a government is just another person whose impulses toward prudent action will restrict recourse to public debt and induce rational political action.
James M. Buchanan and Liberal Political Economy: A Rational Reconstruction examines the contemporary meaning and significance of James M. Buchanan's body of work. The book uses Buchanan's past contributions to explore the present and future relevance of his scholarly contributions and insights. It seeks mainly to explain what insight for their work contemporary scholars might acquire by becoming familiar with some of Buchanan's formulations. Buchanan was one of the most creative and prolific scholars of political economy during the post-war period. Not only was his body of work so immense that it could not be contained within 20 volumes of Collected Works, but also Buchanan's scholarship made such strong contact with law, ethics, and political science that he could easily have served as a poster-child for the programs in Politics, Philosophy, and Economics which have been gaining momentum in recent years. Buchanan spoke for a style of economics that made wide and firm contact with the full range of the humane studies. This book emphasizes those features of Buchanan's thought that seem relevant for contemporary scholarship within the broadly liberal tradition of political economy.
